Description
SAIC’s National Security and Space (NSS) Sector is seeking Systems Engineering expertise to review system architectures and provide technical insight for impacts to the organization system capabilities, provide systems engineering process development and management oversight, and support identification of risks, issues and opportunities. Primary work location is Chantilly, VA and requires a TS/SCI with poly at a minimum.
System Engineering expertise to the Government in managing their systems engineering processes, provide SE oversight within and outside the organization in order to identify risk, issues, and opportunities across the Enterprise. Responsibilities include attendance at engineering review boards, programmatic review boards and risk boards, tracking of Enterprise risks. Role includes interface to Government system engineering processes, and integrates system engineering solutions across the contract.
Specific Duties:
· Provides critical system engineering services to government executing the Enterprise Management Framework (ERBs, Programmatic Boards, and risk boards).
· Works on all aspects of system engineering from initial identification of risk, opportunities, and issues at the operational level through to the corporate processes.
· Responsible for requirements management at the OSL enterprise level via the System to Service Link process and engagement with SED Enterprise Systems Engineers and SV SPO customers.
· Responsible for configuration management of the OSL Capability Baseline at the NRO enterprise level through direct interface with the NRO ERB and administration of incoming change requests.
· Guides the direction of all risks, opportunities, and issues that impact the corporate level decisions.
· Provides direct interface and represents OSL interests at corporate level Systems Engineering working groups managing enterprise-wide concerns such as Mission Assurance, Industrial Base management, and Model Based Systems Engineering.
· Develops cross program system engineering standards for the Enterprise Management Framework.
· Integrate across the organization to provide system engineering insight to the mission integrators and capability managers.
· Reviews and provides technical evaluations of key System Engineering documents
· Develops and reviews technical assessments and presentations for senior leadership reviews.
· Generates system engineering status reports and presentations for Weekly Staff Meeting.
· Develops, prepares, and delivers documentation and coordinates execution of all major System Engineering Reviews for the Enterprise.
Qualifications
Qualifications
Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.
· Clearance required to start: Top Secret/ SCI with Polygraph
· 8 years government system engineering experience
· Demonstrated ability to establish effective working relationships with other government agencies and mission partners
· Expert knowledge of the system engineering process, to include risk and opportunity management, requirements management, configuration management, and cross program integration of system engineering issues.
· Intermediate knowledge of working launch vehicle to space vehicle interfaces, including mechanical, electrical, mission analysis, launch and SV environments, ground operations, space vehicle transportation and processing, launch readiness, mission interface verification between LV and SV
· Experience with Digital Engineering tools and procedures
· Working knowledge of systems engineering documentation to include concepts of operations, system requirements documents, interface control documents, and verification and test
· Ability to provide technical and programmatic direction on the development, integration, and use of requirement management tools
· Knowledge of fundamental model development and its application to architecture or system design
· Experience with process improvement and metric development initiatives
