SAIC is seeking a GEOINT Collection Senior Principal(Systems Engineer) specializing in GEOINT Tasking and Mission/Collection Management to fill a critical position on SAIC’s Prime Program, Landmark AOS located in Chantilly, VA. Landmark AOS supports the NRO’s Ground Enterprise Directorate (GED), which is responsible for the acquisition of systems over the complete end-to-end life cycle.

As the GEOINT Collection Senior Principal (Systems Engineer) you will support the development and evolution of a tasking satisfaction interface capability by interacting daily with senior government and Program staff to analyze new concepts and technologies; support the definition and baselining of new capabilities and/or enhancements; advise on all aspects of System Engineering analysis (architecture, requirements, Concept of Operations (CONOPs), interfaces, schedule, and dependency identification); test support, and provide Readiness Event support.

Responsibilities to include.

  • Providing day-to-day collaboration with development contractors, other Government program office personnel and Government Customers on systems engineering and acquisition functions in the domain area of GEOINT collection, mission management and mission processing
  • Coordinating with the National Geospatial Agency (NGA) from the development/evolution of the capability CONOPS down to the individual tasking parameter definition
  • Interfacing directly with development Prime Contractors in the role of oversight, monitoring of software development and integration activities and ensuring alignment with Government requirements and objectives
  • Actively performing engineering and analysis to ensure programs successfully develop and deliver core mission processing services in all phases of the acquisition life cycle.
  • Retaining cognizance of a wide variety of GEOINT mission projects including, technical baseline, project schedules, dependencies, risks, and cost
  • Advising Senior and Mid-Level managers on architectural decisions to include investment strategies, acquisition portfolio priorities, risk assessment of project execution. 
  • Conducting strategic planning for both mission architecture needs (technical trade studies, definition of future architecture planning, software service recommendations etc.) and programmatic (Program Budget Guidance, cost estimation, generation of acquisition schedules)
  • Accomplishing performance assessments and providing estimates of cost, schedule, and risk impacts to existing Ground architecture implementations.
  • Providing technical and cost assessment of vendor proposals, review technical reports, design artifacts and program plans.
  • Integrating and coordinating program activities aligned to strategic priorities and performance standards.

Qualifications

Required Education and Experience

  • Bachelor’s and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
  • Active Top Secret/SCI clearance with the ability to obtain a Poly
  • Strong technical fundamentals of Intelligence Community (IC) GEOINT systems
  • Strong understanding of overhead collection, ground architecture, systems and interfaces, including NGA touchpoint systems (GIMS, Libraries, etc.)
  • Strong understanding of GEOINT tasking and collection management processes and tradecraft
  • Experience developing or supporting the development of command/control capabilities for GEOINT systems. 
  • Experience in acquisition of IC / DoD systems; knowledge of acquisition roles, processes and/or experience in IC / DoD Project or Program Management
  • Domain knowledge in Ground Software, Space Development Programs or Mission Operations programs
  • Experience in Agile software development methods (Scrum, SAFe)
  • Effective Communicator - convey information to multiple audiences across all levels of Customer and Corporate management.
