SAIC is seeking a TS/SCI cleared Senior Software Engineer Information Operations to provide systems engineering and technical advisory (SETA) services to a Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I) program in San Diego, CA. 

Candidates will have established experience in DevOps practices such as build/release management, secure SDLC/DevSecOps practices such as automating security processes in CI/CD pipeline, and general automation. A successful candidate in this position will demonstrate an aptitude for system thinking, creative problem solving, and attention to detail.  As part of the team, you will be required to collaborate with others, as well as individually on strategies and recommended solutions. This position and associated work assists with the implementation of hosted software application integration functions for a C4ISR Program of Record within the Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I). The program is a CNO-directed mission critical system. Job duties and responsibilities may include any of the following:

  • Support software development and integration efforts while adhering to government guidance for strategy, planning, documentation, and implementation.
  • Provide software engineering support that follows industry standards including integration policies and documentation.
  • Evaluate system software requirements and derive related measurable performance criteria.
  • Work to define software system integration onto manned and unmanned vehicles; specifically software interoperability requirements. This will require refinement of software architecture(s) to meet operability needs on manned and unmanned vessels.
  • Work proficiently on complex technical problems and seek solutions for consideration.
  • Conduct software engineering activities based on sound engineering practices, fleet experience and acquisition feasibility.
  • Elicit and refine customer-derived requirements.
  • Learn and adopt new software technologies to assist with the integration of custom software, software patching, and third party components into system releases.
  • Provide technical guidance and assist the Lead Engineer (LE) and Assistant Program Manager (APM) regarding software system strategies.
  • Work as part of an overall systems engineering team providing guidance and oversite to a prime contractor developing the next generation shipboard electronic warfare system.
  • Periodically review Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) and apply safeguards to the system to ensure compliance.

Qualifications

Required Education & Experience:  

Bachelor degree in Computer Science, Systems Engineering, or related discipline with nine (9) years or more experience; Masters and seven (7) years or more experience; PhD and 4 years related experience. Applicable experience will be accepted in lieu of degrees.

Active TS/SCI Clearance

  • Understanding of PEO C4I / NAVWAR organization structure, programs of records and mission focus.
  • Basic familiarity of PoR, DOD, U.S. Navy acquisition documents.
  • Knowledge of Microsoft Office software to include: Word, Outlook, Excel, and PowerPoint.

 Required Skills: 

  • Understands software engineering concepts and related systems engineering processes.
  • Experience in: Agile and DevSecOps best practices, software development life cycles, automation toolchains and CI/CD pipeline. Relevant experience leading/managing software development teams. Ideally at least 10 years knowledge in PaaS / IaaS / SaaS.
  • Ability to operate both independently and without direct supervision and in a collaborative software development lab environment, MS Office Suite (Outlook, Word, Excel, and PowerPoint).
  • Desired Skills and Certifications: Able to attain CSWF and IAT Level II Certifications
  • Demonstrated technical writing and briefing

Desired Skills and Certifications: 

  • Product Owner, SAFe Agilest, Scrum Master, Foundation Certifications, Agile software development
  • Understanding PEO C4I, NAVWAR, US Navy C4I systems
  • Experience with Information Operations (IO) systems
  • Prior Military experience with IO/ISR systems 

Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
