SAIC is looking for a Senior Program Manager (PM) to support a fast-paced, dynamic customer environment with broad impact to the customer’s mission, located in San Diego, CA. This position will support the customer group and is responsible for providing a broad array of support to executive leadership. The ideal candidate must have strong problem-solving skills with the ability to identify and anticipate requirements, while providing creative solutions to the team. 

Position Responsibilities include, but are not limited to: 

Project Management

  • Builds and maintains working relationships with customers, team members, vendors, and other stakeholders.
  • Responsible for the staffing, management, quality, and performance on the contract.
  • Develop major concepts, initiatives, processes, procedures, PM tools and programs.
  • Assess and enhance programs: Requirements Definition, Strategic Planning, and Stakeholder Analysis. 
  • Generate Project Charter, Project Management Plan, and After-Action Reports.
  • Prepare and facilitate informal workshops briefing and applying project Customer Project Processes, Procedures, and Program Management best practices for Government audiences.
  • Drive the organization towards meeting customer requirements and strategic initiatives.
  • Align team to program/customer vision and expectations.
  • Ensure contract deliverables are submitted on a timeline basis.
  • Responsible for all corporate financial and technical reviews of program performance.
  • Provides leadership, guidance, training, and resources to the contract leads, program team leads and individuals’ performers on their team.

Process Improvement

  • Guide and define business improvement and organizational process to drive critical functional areas to success.
  • Develop and present needs assessments, briefings, position papers, and reports.
  • Utilize business process tools and specialized expertise to streamline initiatives and integrate disparate rules, policy, and technologies.
  • Leverage leadership team and problem-solving methodologies to foster solutions alleviating strategic roadblocks and create innovative solutions for ambiguous problem-sets.
  • Facilitate meetings, informal workshops and brown-bag-type sessions related to customer initiatives, methodologies, and programs for audiences up to the executive level.

Qualifications

 Required Qualifications:

  • Active Secret Clearance.
  • Bachelor’s degree and ten (10) years related experience; OR a Master’s degree and eight (8) years related experience.
  • 5 years of experience as a personnel manager, Deputy PM, Technical Lead or Project Manager on contracts of a team of similar size, scope, and complexity.
  • PMP Certification.
  • Excellent interpersonal skills.
  • Excellent communication – Oral and Written. 
  • Proficient with Microsoft applications and programs (Visio, Project, Publisher, SharePoint, Outlook, Excel).
  • Comprehensive and thorough knowledge of: Best Practices Studies, Business Case Analysis, Creative Problem Solving, Decision Briefing, Project Management Processes, Project Activity Implementation, and Risk Management, Strategic Planning.
  • Experience in managing contracts with a total contract value of $100M or greater and/or $25M per year or greater.

 Desired Qualifications:

  • Lean Six Sigma Certification.
  • Certification as Agile Scrum Master.
  • Financial management and Financial Planning.
  • Operational or analytic production experience.
  • Knowledge of: Change management, Facilitation, Organizational Assessment, Process Modeling, Business Planning, Business Process Reengineering, Consensus Building, Organizational Restructure, Design, and Implementation, Project Management Processes, Data Modeling, and Benchmarking/metrics.
  • Demonstrated ability to quickly ramp up to support customer’s needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems.

Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
