SAIC is seeking a Senior Policy Advisor with a TS/SCI to directly support the Director of the Office of Strategic Capital (OSC) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). The Senior Policy Advisor will be responsible for researching, analyzing, and evaluating public policy and providing recommendations to the organization on policy-related issues. The ideal candidate will be able to analyze complex policy issues, recommend policy solutions, and provide evidence-based research to support their conclusions.  This position is part-time and hybrid remote.  When on site the work location will be Arlington, VA at the Pentagon.  

Job Responsibilities:  

• Research and analyze potential gaps at the intersection of national security and national economic policy related to capital markets to identify potential areas of risk and improvement
• Develop policy recommendations and communicate them to key stakeholders within the DoD, Inter Agency, and the White House
• Evaluate the impact of proposed policies on the DoD and the private sector
• Monitor developments in national security and national economic policy implementation and provide input on changes or trends
• Prepare detailed reports and presentations to communicate findings and recommendations to key stakeholders
• Work with stakeholders to develop and implement policy solutions
• Keep abreast of new developments in public policy and legislation
• Support OSC requirement owners with policy research

Qualifications

Required Education and Experience: 

• Bachelor’s degree in public policy, economics, business or a related field and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience

Required Clearance:

• Active TS/SCI required to start
• US citizenship required

Required Skills:

• 2+ years of combined experience supporting the National Security Council and/or the National Economic Council
• Experience supporting DoD non-traditional acquisitions, sustainment, or innovation efforts
• Demonstrated experience in policy analysis and research
• Knowledge of public policy and legislative processes
• Excellent analytical and problem-solving skills
• Exceptional organizational skills and familiarity working in a digital/virtual environment
• Strong work ethic and workload ownership
• Excellent critical thinking, written, and verbal communication skills
• Proficiency in Microsoft Word, Power Point, Excel, and Google Workspace tools
• Team spirit, respect, and ability to embrace diversity of thought
• Ability to work in a collaborative environment as well as independently and pivot to support competing priorities
