Description
SAIC is seeking a Program Manager with Acquisition and Business Management experience to join our National Security and Space Sector (NSS) team while working on-site at the Chantilly, VA office. This position directly supports the Director of Contracts for a robust Research and Development organization closely aligned with the Intelligence Community (IC) and Department of Defense (DoD). The work is designed to accelerate and advance the research and development efforts for ground, aerial and space-based, national security-related technologies supporting the generation after next.
The NSS has an opening for a Program Manager to work closely with a diverse team of Acquisition and Contract Specialists in support of the engineering, development and implementation of future space and ground-based architecture. This position will require a blend of leadership and program management skills while drawing upon Acquisition and Business Management experience. Your role is to assist the Director of Contracts in the support of development and execution activities that acquire cutting-edge capabilities and prototypes.
Unique Duties:
• Perform Project Management duties and responsibilities as directed/advised by the Senior Acquisition Officer; position will consist primarily of PM work (50-75%)
• Assist and Mentor COTRs, recommending and managing COTR training; leading acquisition activities; open to non-traditional contracting methods and Disruptive Acquisitions
• Work with government technical and contracts staff developing acquisition strategies and acquisition documentation enabling program development and implementation
• Provide a depth of understanding to coach and guide government technical and contracts staff through the Acquisition R&D Process
• Work with government technical and contracts staff developing program acquisition packages
• Support the review, vetting, and approval of acquisition documents such as an sole source justification, CDRLs, and Statement of Work (SOW)
• Draft contractual documents for government contracts officer review and signature
• Provide acquisition advisory services during technical and cost evaluations of proposals
Common Duties:
• Work with technical staff documenting technical and programmatic requirements
• Enter funding information into customer's financial tools
• Develop acquisition packages in accordance with government acquisition checklists
• Draft and review common acquisition artifacts such as statements of work, Contract Data Requirements Lists, In Scope Determinations, and proposal evaluation criteria
• Provide acquisition advisory services during technical and cost evaluations of proposals
• Effectively work with development teams to track technical progress, identify blockers to progress, and assess technical solutions
Qualifications
• Active TS/SCI with Poly
• Bachelor’s degree and 14 years related experience or Master’s degree and 12 years related experience
• Acquisition support experience of 5+ years (NRO experience preferred)
• Excellent oral and written communication skills
• Demonstrated ability to work in a fast paced, dynamic and environment
• Demonstrated ability to work in cross-functional team
• Effective interpersonal skills and strong briefing and communications skills
