JOB DESCRIPTION:

SAIC is seeking an expert-level principal program analyst to provide Acquisition Program Management expertise for NRO's Integrated Systems Program Office (ISPO) with the Ground Enterprise Directorate (GED). The ISPO is an OPIR Joint Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity based intelligence information.  The successful applicant will provide SETA support as an Acquisition Specialist for a range of system engineering efforts with varying degrees of required technical expertise, continuity of effort and value-added judgment to advise and assist the customer’s leadership and contract teams. 

SPECIFIC TASKING/PROJECT SUPPORT:

         Functions as a SPO subject matter expert (SME) in the planning, development and execution of new acquisitions, guiding programs through Milestone Decision Authority (MDA) directed reviews, developing and executing ECPs, monitoring contract execution and providing technical analysis when required

         Drafts acquisition documents including, but not limited to, Acquisition Strategies, Acquisition Plans, Statements of Work (SOW), Task Orders, and other required solicitation/contract attachments

         Assists in the development of acquisition strategies, acquisition plans and program requirements

         Supports source selection activities in an advisory role

         Reviews Contract Data Requirements Lists (CDRLs) for compliance, execution and program status

         Maintains awareness of Systems Engineering Processes and Artifacts

         Assists Program Office leadership in coordination and collaboration activities across multiple agencies and with oversight

         Guides program acquisitions through agency governance process

         Represents the Program Office in customer acquisition discussions related to current and future contracts

         Reviews status of projects and budgets; manages schedules and prepares status reports

         Provides proactive identification, assessment and resolutions of risks associated with acquisition approaches for supported acquisitions

         Serves on integrated cross-functional teams supporting studies and analysis

 

         Participates in and facilitates large group TEMs with disparate members to reach requirement consensus to capture strategic capabilities for customers (both internal and external)

Qualifications

Required Qualifications:

         Bachelors and ten (10) years or more experience; Masters and eight (8) years or more experience or a PHD or JD and two (2) years or more experience 

         Must be a US Citizen with active TS/SCI clearance and ability to obtain polygraph 

         Broad understanding of space and/or ground systems, hardware, software, operations, and their interdependencies 

        Working knowledge of IC principles and procedures 

        Understanding of government acquisition processes

 

        The ability to work proactively, independently and/or as a member of a highly effective technical team while developing approaches 

        Demonstrated knowledge of AGILE Scrum and SAFe software development methods 

        Demonstrated ability to establish and maintain effective working relationship(s) with customers 

        Proficient with Microsoft Office Suite and various SE and PM tools 

** Requires overnight travel up to 2 percent of work year

 

Desired Qualifications: 

        DAU Level III Certification in Contracting 

         Prior Government contracting experience  associated with acquisition approaches for supported acquisitions

         SIR Common Systems and Data Components to include OPIR phenomenology, characteristics, designs, commanding systems, and data processing architectures.   Current and known future sensors include: Space Infrared Systems (SBIRS) GEO, Defense Support Program (DSP), and awareness of Next Gen GEO, Next Gen Polar, Space Defense Agency/Missile Defense Agency Hypersonic and Ballistic Tracking Space Sensor (HBTSS)

 

        GEOINT Reference Architecture, Consolidated OPIR Ground System (COGS), MDA's Command, Control, Battle Management and Communications (C2BMC), SMC's Future Operationally Resilient Ground Evolution (FORGE), and Enterprise Ground Services (EGS)
