JOB DESCRIPTION: provides professional services involving the analysis and study of aviation technical and operational issues and advises on methods and techniques to improve aviation system work processes, procedures, resources, management controls, information systems, documentation and similar functions. Based upon study findings, develops detailed recommendation on methods, procedures to apply and alternative means to improve aviation system performance. Develops project plans and determines resource needs and allocations. Determines information requirements and devises methods to secure it. Works in concert with team leaders and members engaged in the analysis and study of complex aviation technical and operational issues. Utilizes and applies knowledge of web information technology and associated tools such as micro media flash, adobe, SharePoint, etc. to provide an information format for Government and industry personnel and the general public.

  • Support diverse technical teams within AFS-400; applies an in-depth understanding of Flight Procedures, researches technical and documentation requirements to produce guidance materials for the purpose of communicating highly complex and technical aviation materials to a wide ranging audience and in numerous forms of written and electronic media
  • Collaborates with editors, analysts, graphics developers, managers, pilots, inspectors and other skill sets and applies in-depth knowledge of aviation concepts to translate complex operational NAS concepts into easily understandable documents such as manuals, brochures, instructions, processes and guidance documents such as Advisory Circulars, Orders, Notices, test plans and test reports and other technical materials
  • Provides  support  by  applying knowledge  of  flight procedures  to  analyze existing  and potential content, identify reuse and evaluate observations to produce high-quality documentation  that  meets  applicable  standards  and  is  appropriate  for  its  intended audience
  • Assist the FAA in developing integrated plans for future avionics and avionics policy, update regulatory and guidance materials, review draft documents for consistency with AFS-400, AVS and other LOBs planning, prepare briefings regarding the plans and planning process and provide recommendations on how to improve planning
  • Provides support for a broad range of safety related activities including studies of proposed changes to national/international airspace standards, rules, and procedures

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Master’s Degree in aeronautics, aeronautical engineering, electrical engineering or similar aviation related discipline and 12 years of direct aviation experience concerning flight operations and, as appropriate, experience as a pilot with a commercial or airline transport pilot rating as well as direct experience either in developing, evaluating or managing aviation industry safety policies and programs, or developing, implementing and managing governmental aviation safety regulatory and oversight policies and programs, or a combination of both.  Master’s Degree may be waived with Bachelors Degree and 20 years of experience in performing the above duties.

US Citizenship required with the ability to obtain and maintain a Public Trust clearance
