Description
This family is responsible for product design changes and the effects of the overall system. Assist in documenting and tracking all aspects of system development and modifications. Ensures configuration identification by reviewing design release documents for completeness and proper authorizations. Prepares deviations and waivers for government approval when specifications cannot be met. Reviews all issued document change requests, document change notices and associated drawings for accuracy, completeness and proper signatures. May structure and maintain databases. Submits engineering changes to customers for review and approval; maintains records and submit reports regarding status. Prepares configuration verification audit record sheets for all programs.

KNOWLEDGE/SKILLS AND ABILITY: Applies extensive technical expertise and has full knowledge of other related disciplines. Receives assignments in the form of objectives and establishes goals to meet objectives. Provides guidance to customer and team members to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies, which affect subordinate organization(s).
PROBLEM COMPLEXITY: Develops technical solutions to complex problems, which require the regular use of ingenuity and creativity.
FREEDOM TO ACT: Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long-term perspective for desired results. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.
IMPACT: Guides the successful completion of major programs. Erroneous decisions or recommendations would typically result in failure to achieve major organizational objectives.
LIASON: Represents organization as a principle technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.
Qualifications
Required Education, Certifications, Skills, Expertise, Years of Experience:
· Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience. Previous experience developing a variety of acquisition strategies.Basic understanding of satellite systems and architectures
· Excellent interpersonal, leadership, team building and problem solving skills
· Experience in NRO, IC, and DoD acquisition and program management processes
· Experience in the development of Statement of Works (SOWs) and in the ability to perform technical evaluations on SOW’s and BOE’s
· Ability to travel domestically
Desired Education, Certifications, Skills, Expertise, Years of Experience: · Advanced Engineering degree (MS or PhD) · Previous experience in the program office · Insight into mission utility of program office systems and interfaces to external components
