Description

SAIC is seeking a highly qualified and motivated Special Programs analyst to support the office of the Assistant Secretary of the Air Force for Space Acquisition and Integration (SAF/SQ) in Arlington, VA. SAF/SQ has overall responsibility for Department of the Air Force (DAF) space systems acquisition and architectures oversight as well as integration of allied, civil, and commercial space capabilities into United States Space Force (USSF) architectures. These responsibilities are carried out in close collaboration with the Chief of Space Operations (CSO) and the USSF staff. SAF/SQ also serves as the Space Service Acquisition Executive (SAE) and oversees and directs the activities of the Space Rapid Capabilities Office (SpRCO), Space Systems Command (SSC), and the Space Development Agency (SDA). SAF/SQ’s guiding objectives are to (1) drive speed into space acquisitions, (2) make our space architecture more resilient, (3) integrate our space architecture with other war fighting domains, (4) drive program management discipline across our acquisitions, and (5) ensure that space and ground acquisitions are time phased to optimize operational availability. Achieving these objectives requires a workforce with broadly diverse and deep skills in system engineering, program management, architecture analysis, program planning and budgeting, and executive level communications and support.

 

Responsibilities shall include but are not limited to:  

·         The Special Programs Analyst directly supports the SAF/SQ Special Programs Chief in the Special Access Program (SAP) management duties required to acquire highly-classified space systems that are duly protected while promoting integration to meet warfighter requirements.

·         Provides objectively based information and analysis for making decisions on the policy and programmatic aspects of SAP management and operations through a wide variety of assignments.

·         Prepares SAF/SQ Special Programs Chief for program-related Special Access Program (SAP) topics and generates material for the DAF SAP governance and oversight executive forums.

·         Tracks and reviews current and upcoming Special Access Program (SAP) packages (i.e. Program Establishments, Program Scope Changes, Annual Reports to Congress).

·         Conducts analysis on how proposed program changes can impact or aid other programs, future operations and overall SAP security architecture.  

·         Maintains insight of space compartmented programs, associated ground infrastructures and related command and control systems across DOD and IC.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.

Required qualifications include but are not limited to: 

·         15+ years applicable experience with at least 10 years Special Access Program experience preferably in the last 5 years.

·         Comprehensive understanding of DoD weapon system acquisition and Systems Engineering processes.

·         DAF, acquisition program office, SAP Program Element Monitor and space systems experience preferred.

·         Excellent interpersonal and communication (oral and writing) skills.

·         Must have experience in using critical thinking to prepare written reports and presentations for executive-level officials.

·         Comprehensive understanding of current SAP issues and interest to develop new business practices.

·         Ability to plan, organize, lead and execute studies or projects.

·         Strong working knowledge of Excel and PowerPoint software applications.

·         Master’s Degree in a scientific, technical, business, economic, or financial field.

·         U.S. citizenship and an active TS clearance with SCI eligibility.
