SAIC has an opportunity for a Program Analyst to join our team. This position will be a part time role supporting onsite at Camp Smith. 

The Software, Simulation, System Engineering and Integration (S3I) Directorate, DEVCOM Aviation & Missile Center (AvMC) is supporting the USINDOPACOM Organization on Oahu, Hawaii.  The USINDOPACOM J1's mission is to ensure manpower and personnel counsel and support in order to develop best military advice to national decision makers and provide strategic direction to the Joint Force, enabling global integration to achieve maximum comprehensive Joint Force readiness.
 
The successful candidate provides support the INDOPACOM J1 (Manpower and Personnel) Organization classifying support roles in USINDOPACOM Information Technology, Logistics, and Operations/Plans.  Additionally, because of the nature work to be performed, the successful candidate must be a highly effective communicator (both verbal and written) with the ability to effectively and efficiently work in a remote capacity.

Responsibilities:

  • Provides GS civilian position reviews and classification evaluations in support requests for personnel actions.
  • Provide civilian personnel advisory support and services to the HQ USINDOPACOM.
  • Assist and liaison with Joint Directorate position managers to obtain guidance and to resolve related issues/concerns
  • Provide technical assistance to all levels of management with regards to position descriptions (PDs), implementing classification standards and explaining classification results to all stakeholders
  • Works closely with the team and management to ensure position descriptions accurately document the duties and support desired pay schedules
  • Coordinate with J1 Manpower Branch as required to facilitate timely J1 review and concurrence of position description Duty Title; appropriateness of work/requirement; GS grade setting with respect to organization structure (i.e., grade appropriate for duties and responsibilities)

Qualifications

Required Education:

Bachelors and eighteen (18) years or more related experience; Masters and sixteen (16) years or more experience; PhD or JD and thirteen (13) years or more experience. 

Qualifications:

  • Critical Thinking is required 
  • Must be a highly effective communicator (both verbal and written) 
  • Must be a Leader and Self-Starter
  • Appropriate Grammatical clarity is required 

Desired Qualifications:

  • Possess working knowledge of Fourth Estate Manpower Tracking System (FMTS) for manpower statistics and reports.

Clearance:

A minimum of a Secret Clearance required to start.
