SAIC’s National Intelligence Community (NIC) Business Unit, USG Mission and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, SecDevOps, cloud network operations, and secure communications.

We are seeking highly motivated Operations Researchers to join our team and leverage their technical expertise to plan, develop, implement, document, and maintain cost and financial methods, models, and strategies.  As the Operations Researcher, you will evaluate and develop cost models and cost estimating relationships on efforts that reflect schedule, performance, and economic factors.

Your responsibilities will include the following:

• Evaluating contractor cost accounting systems for cost, schedule, and performance
• Building, improving, and maintaining cost databases, models, and cost estimating relationships used in the development of cost estimates
• Utilizing scientific methods and/or mathematical and statistical methods to collect and analyze data
• Developing lifecycle cost estimates and analysis of acquisition programs utilizing mathematical models and simulations
• Documenting research processes, analyses, and/or the results
• Providing support to independent studies, analysis of alternatives, economic analysis, and program budget development

Qualifications

• Active TS/SCI with Polygraph
• Bachelor’s Degree in Computer Science, Mathematics, Engineering, Operations Research, Physics, Statistics, or related field
• Demonstrated knowledge of the theories, principles, and practices of cost analysis in support of development of cost estimates that includes data collection, data normalization, data analysis, risk analysis, sensitivity analysis, and/or Earned Value Management (EVM)
• Ability to manage multiple tasks with competing timelines and deliverables
• Ability to adapt to changing requirements
• Ability to work effectively, independently and/or within teams, across functional areas in a collaborative environment
• Knowledge and/or experience in financial or business related computer software, including Microsoft Office Suite
• Excellent verbal and written communications skills
• Problem-solving, analytical, and interpersonal skills
• Customer and results-oriented skills
• Detail-oriented skills

Desired Qualifications:

• Knowledge of DoD Planning, Programming, Budgeting, and Execution System (PPBES) and cost accounting systems
