SAIC’s Naval Business Unit provides Airworthiness (AW) and Cyber Security Safety (CYBERSAFE) certifications for all U.S. Navy and Marine Corps aircraft in support of Naval Air Systems Command (NAVAIR) Airworthiness and CYBERSAFE office (ACO). Providing Permanent/Interim Flight Clearances (P/IFC), Naval Air Training and Operating Procedures Standardization (NATOPS), Naval Aviation Technical Information Products (NATIP), Military Type Certificates, and CYBERSAFE Certificates for all naval aircraft systems throughout the Naval Aviation Enterprise (NAE).

We are seeking an experienced, results-oriented Program Manager to manage and grow the Airworthiness and CYBERSAFE program in Patuxent River Maryland supporting the ACO customer. This position will serve to support the execution of the Naval Aviation mission as it aligns with SAIC’s and the Customer’s for AW and CYBERSAFE initiatives.

This position will be located in the Patuxent River, MD general region.

Responsibilities may Include but are not limited to:

  • Leading and managing project managers that provide oversight to the editorial, product development, and software development teams.
  • Identifying, planning, executing, and supervising flight clearance, AW certificates and product deliverables.
  • Developing and executing annual and quarterly financial plans that support monthly contractual reporting.
  • Meeting cost, schedule, and performance objective
  • Maintaining prescribed financial controls and assuring the integrity of financial matters concerning both prime and subcontractor support.
  • Leading efforts where the scope and complexity of responsibilities require the integration of multiple disciplines and functions providing AW services/products
  • Coordinating efforts with supporting organizations including contracts, procurement, project control, finance, and human resources related the staffing/funding of the contract.
  • Regular interaction across all levels of management. Interactions may involve controversial situations, customer negotiations, or influencing and persuading other USG senior leadership and managers that result in the best business solution
  • Creating and maintaining a collaborative environment conducive to the professional growth and development of staff and the free flow of information throughout the entire organization

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in a technical or business field; Masters degree desired.
  • 12+ years of relevant experience in the field or in a related area with 5+ years in a leadership role.
  • Active Secret clearance is required
  • Successful track record of leading, managing, and overseeing large programs and technical teams, preferably in the software arena.
  • Ability to manage all aspects of a large contract to include but not limited to: financial, reporting, personnel management, technical, planning, and subcontracting.
  • Executive level liaison with company leadership as well as customer leadership on regular basis.

DESIRED SKILLS:

  •  Knowledge of digital modernization program of the ACO areas of AW, flight clearance and certifications process/tools for the NAE integration
  • Technical domain experience and knowledge of NAVAIR and AW processes, procedures, and organizations.
