SAIC as the Prime for the Skywalker / Anakin programs orchestrates support to the CIO office of the ODNI. The Anakin team works in coordination with other contracts to provide comprehensive support for the CIO and components. Anakin provides architecture, engineering oversight, governance, policy and process management in various roles and projects with in the CIO / TIG working groups.

The person in this role will help the CIO / CTO Data Integration Group (DIG) and the Chief Data Officer (CDO) build a structurally sound data capability and ensure to address the need to support accessing data where it resides in lieu of moving / creating redundant datasets. Data may originate and live across the extended IC community in many clouds, fabrics, security domains and mesh configurations of varying maturity and access levels. Assist the CDO in providing strategic direction and technical expertise to meet data architecture needs and contribute as a subject matter expert to the ODNI IT Data Governance Board and the IC CDO Council working groups. Contribute to the development of data policies, governance and implementation plans and assess the ODNI’s data effectiveness and compliance with IC ITE requirements. Assist the ODNI CDO in developing data implementation road maps. Provide subject matter expertise in support of implementing data standards for interoperability, quality, and entity and data attributes that will allow ODNI CDO to manage ODNI’s dataset inventory and help increase the data literacy across the whole of ODN.

Responsibilities include:

• Develop:
  • ODNI Data Standards
  • ODNI metadata guidelines
  • Common Data architecture principles, standards, conceptual and logical data models
• Enable development of Architectural and Infrastructural strategies for data management, modeling, design and implementation to meet ODNI enterprise requirements objectives
• Assess current and proposed data architectures to determine overall effectiveness and compliance with the ODNI data strategy, enterprise requirements and objectives and review and comment on data solutions designed by IT project teams
• Develop requirements for the integration of ODNI data services, requirements for a centralized ODNI data catalog and develop requirements for data management technology
• Establish data inventory plans and processes, develop ODNI best practices, and cultivate an ODNI data culture that includes promotion of ODNI data policy, standards and metadata guidelines that supports data lifecycle management

Qualifications

• Active TS/SCI with CI polygraph clearance
• MS Degree or Equivalent Certifications
• Minimum of 10 years of related experience
• Database administrator certification such as AWS, Microsoft, Oracle, or MongoDB 
• Demonstrated experience with data modeling tools to include or similar to ER/Studio, Erwin or Lucid Chart
• Familiarity with a data visualization tools such as Tableau, PowerBI, or similar

Desired Qualifications:

• Solid experience with IC / ODNI enterprise level data policy, governance, standards and metadata management
