Description

SAIC is seeking an Acquisition Specialist to provide Systems Engineer Technical Advisor (SETA) services for a critical position on SAIC’s Prime Program, Landmark AOS located in Chantilly. Landmark AOS is a large SETA program, supporting the NRO’s Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.

Job Responsibilities:

  • Write Contracts Requirements Packages to include:
  • Acquisition Strategy Council, statements of work, JAA, Market Surveys, CDRLs
  • Supporting all aspects of a contract competition to include:
    • Developing contract cost estimates
    • Evaluating bidder proposals against source selection criteria
    • Supporting/ researching responses to bidder questions
    • Providing support to the COTR on all documents needed for a contract award
  • Support the COTR in monitoring contractor performance from technical, cost, schedule and performance management perspective and proactively address issues
  • Support contract actions such as engineering change proposals (ECPs), Acquisition Strategy Council (ASC) documents and other documents as needed to include supporting sole source justification

Qualifications

Required Education and Experience

  • Minimum of a Bachelor and two (2) years or more experience.  (4 years of experience in lieu of a degree.)
  • Active Top Secret/SCI clearance with Polygraph
  • 2 years of acquisition experience supporting the NRO, NGA, or other agency within the Intel Community
  • Experience in acquisition planning and execution
  • Exceptional communication and coordination skills
  • Ability to quickly understand and respond to Government queries
  • Experience in formulating budget plans and Earned Value Management a plus
