SAIC is seeking a Fleet Experimentation Planner in support of our Navy customer in Norfolk, Virginia

JOB DESCRIPTION:

This position will support the Fleet Experimentation (FLEX) program initiatives for the Commander, Navy Warfare Development Center (NWDC) in Norfolk Virginia and will work as an integral part of the NWDC N8 Experimentation Directorate and provide experiment planning support as part of the Fleet Experimentation (FLEX) Program and other DOD/DON experiments. The Flex Planner candidate will support NWDC in an action officer type billet. Candidate should be proficient and comfortable in developing products (Power Point briefs and Word Documents) to support experimentation planning as their primary duty. The qualified candidate will support fleet operations, experimentation, test and evaluation, and/or analysis.

The FLEX Planner Candidate will support NWDC by providing or possessing the following:

  • Experience at the Officer level on a Fleet staff, carrying out action officer duties involving planning and conducting exercises and other events.  Planner will have performed coordination at all levels both internal and external of the command. 
  • Strong writing skills enabling preparation of Flag level briefs, white papers, and other documentation related to FLEX.
  • FLEX implications and background related to Surface Warfare, Anti-Submarine Warfare, Air Warfare, Ballistic Missile Defense, Mine Warfare, and/or Information Warfare at the tactical and operational levels of war.
  • Experience and expertise in FLEX design and Experiment Plan (EXPLAN) development.
  • Identification and development of FLEX initiatives and events based.
  • Alignment and coordination of FLEX initiatives with existing Fleet events and venues.
  • Technical and tactical subject matter expertise to support government and contractors in FLEX initiatives.
  • Coordination with principal FLEX program owners, stakeholders, and partners.
  • FLEX planning, design, execution, data collection, and analysis.
  • General support for all FLEX administrative requirements linked to the planning, execution, and analysis of FLEX events.
  • Recommended doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) recommendations in support of FLEX report development.
  • Experience in drafting Tactics, Techniques, and Procedures, TACMEMOS and doctrinal related documents and publications to be developed, refined, or examined through FLEX efforts.

Qualifications

REQUIRED EDUCATION:

  • Bachelor's degree required, Master’s Degree preferred plus a minimum of 8 years of Operational Intelligence or Operations Planner experience. 
  • Candidate should be JPME qualified 

REQUIRED EXPERIENCE AND CLEARANCE:

  • Served on a numbered fleet staff or equivalent in the last 3 years.  Tactical Readiness Teams
  • Officer experience in the mission areas of Surface Warfare, Anti-Submarine Warfare, Air Warfare, Ballistic Missile Defense, Mine Warfare, and/or Information Warfare highly desired. 
  • Areas of expertise required to execute FLEX related tasking include detailed knowledge of computer networks, space/cyberspace operations, electronic warfare, operations research and operations analysis, and familiarity with unmanned aircraft vehicles/systems, general surface warfare tactics, undersea warfare knowledge, and non-energetic weapons systems, and Naval Integrated Fires. 
  • Knowledge of the tenets of Fleet Design and Distributed Maritime Operations (DMO) required.
  • Must be medically fit to travel, and ride Navy, MSC, and commercial boats, ships and submarines 
  • 10% CONUS/Underway travel
  • Candidate must be a US Citizen.
  • Candidate must currently possess a Secret Clearance with the ability to obtain a TS/SCI. Active TS/SCI preferred.
