SAIC seeks an experienced Geospatial Analyst with a data engineering background to visually portray, integrate, and correlate diverse georeferenced information found in text, images, and databases using statistical techniques to fulfill US Intelligence and counterintelligence community requirements.  As a pivotal member of this team, you will regularly interface and coordinate with Directorate leadership, federal partners and other external government agencies on counterintelligence technical tools and capabilities, gaining an understanding of customer requirements and effectively communicating those needs to the development teams.

An ideal candidate will have familiarity with geographical and geospatial data, providing project oversight, continual assessments and recommendations to address dependencies and risk management. They will know how to define operational processes and procedures, Operational Readiness Plans and data assessments; as well as identify requirements; incorporate, integrate and tests requirements; provide status of requirements.

Responsibilities:

  • Advise client regarding the evaluation of feasibility of applying GIS technologies to specific workflow processes
  • Perform formal GIS needs assessments, describing the benefits of using GIS
  • Engage with customers on the GIS tools, understanding their use case and data needs, assisting with analysis, and recommending customizations of the tool
  • Model map layers, perform spatial analysis, generate reports, and perform quality control procedures using GIS software
  • Design and generate maps by specifying coordinate systems, scales, legends, and other cartographic techniques
  • Research and compile data from various sources including maps, surveys, parcel, subdivision maps, thematic mapping, and topographic and maps associated descriptive data created and maintained by other agencies
  • Gather, organize, and evaluate complex data, draw logical conclusions, and make effective recommendations for database and application development
  • Present analysis results derived from spatial databases, and external tables using GIS software and visual media tools
  • Coordinate with team to ensure problem solution, risk reduction and user satisfaction

Qualifications

Required:

  • Active TS/SCI with CI Polygraph
  • Bachelors and fourteen (14) years or more of related experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience to include: 
    • 3-5 years’ experience within an IC Agency, preferably ODNI
    • 5-10 years of experience technical engineering, drafting, cartographic experience or other GIS related field
  • Working knowledge of ArcGIS VBA scripting languages, ArcGIS Pro and other ESRI software, data visualization, SQL and virtualization databases
  • Understanding of basemap layers, geocoding and routing capabilities, and other geospatial functionalities
  • Effective oral communication abilities, with experience briefing to senior-level audiences

Desired:

  • Ability to work in a dynamic mission environment which requires balancing competing priorities and schedules.
  • IC GIS experience
  • Experience with creating mapping and spatial analysis applications
  • Python, JavaScript, or other coding skills
