SAIC is seeking a senior Strategic and Operational User Outreach SME. The ideal candidate will directly support leadership to shape future NRO engagements with NRO messaging to include decision makers, efforts will focus towards synchronization of NRO strategic messaging campaign plans and objectives. Improve senior level direction / advocacy for NRO objectives. Drive, synchronize and coordinate cross directorate/office outreach in strategic and operational levels. Oversee critical user requirements and support processes through the drafting and developing user oriented workflows to enable automation of user support processes.

• Maintain and update engagement calendars with inputs received from staff officers
• Develop briefing highlighting engagement of interest for NRO target audiences
• Perform analysis to pair Ds&Os messaging with an engagement activity; initiate engagement activity discussions between Field Reps and NRO Staff Officers
• Coordinate periodic reviews of Ds&Os engagement activity
• Review engagement activity reports for potential user needs identified during engagements, ensure needs are captured as a user requirement
• Lead enterprise wide integration meetings and efforts to capture key user engagement processes and document enterprise requirements for developing and improving enterprise tools
• Map and develop enterprise user engagement processes to ensure an integrated standardized NRO response supported by automated tools, facilitate IC-wide, user experience community of practices to share best user engagement practices with IC agency partners
• Provide messaging and engagement activity during NRO executive level discussions, brief Seniors during absence of direct supervisor
• Manage functionality of the Enterprise User Engagement collaborative environment
• Understand and document user requirements for developing and improving enterprise user outreach tools, including user engagement tracking and scheduling, user needs, user training, and user request for info.
• This individual should also be responsible for drafting UEO's Weekly Activity Reports; Year in Review; compiling UEO portion of the MID Newcomer briefing.  At the moment that is UEO CoS responsibility. 
• This individual should be responsible for handling FOIA requests levied against UEO
• Develop and maintain enterprise user engagement and user experience standard operating procedures
• Oversee the enterprise usage of the user engagement tool

Qualifications

• Bachelor degree and 18+ year’s professional related experience, Masters degree and 16+ years of experience, or PhD and  15+ years of experience.
• Active TS/SCI clearance with Poly 
• Must be highly self-motivated; strong technical and leadership background; professional and tactful under pressure; effective negotiation and diplomatic skills 
• Must have excellent communications skills, both written and verbal, for coordinated communications with organization and representatives  throughout the IC and DOD, including senior military and government civilian personnel and contractors 
• Must be a U.S. Citizen
