The Budget Tracking Tool (BTT) is a government owned off the shelf (GOTS) web-based Java application that supports program planning, budgeting, performance measurement, and management functions for the Department of Veterans Affairs (VA) Office of Information Technology (OIT) $5 billion IT budget.  BTT provides a standardized, automated tool for program, contract, and budget management across a diverse group of organizations and accounting activities.  BTT interfaces with other systems at the VA to tie system data with the broader budgeting and contracting information at the VA.

SAIC is seeking a Software Requirements Business Analyst to join our BTT product development team. This individual would act as a liaison between the customer and technical team to help ensure BTT continues to delivering effective, high quality software solutions to VA OIT so the customer can meet their strategic goals. This person is responsible for understanding the customer’s business domain, working directly with stakeholders to identify emerging business requirements, translating those needs into new product requirements, and validating the technical solution matches the customer’s goals.

• 0 - 3 years of experience and Bachelor’s Degree in Systems Engineering, Computer Science, Information Technology or related field; Years of relevant experience will be considered in lieu of a degree
• Knowledge of an agile software development lifecycle specifically focused on requirements analysis, elicitation, and validation
• Excellent listening and communication skills (written and verbal) including ability to communicate complex technical scenarios to nontechnical personnel
• Knowledge in creating software process documentation
• Ability to collaborate effectively with a variety of people, including clients, internal team members, and managers
• Ability to understand customer challenges and develop solutions
• Strong analytical and problem solving skills
• Strong organizational and time management skills
• Strong customer service focus
• Knowledge of data analytics or business intelligence skills(e.g. PowerBI) a plus

Responsibilities

• Act as a liaison between the customer and team, eliciting and understanding customer needs and applying critical thinking skills to translate these needs into technical requirements for the software development team
• Conduct software validation to ensure functionality is working as expected and is meeting customer needs
• Listen effectively and communicate with a variety of stakeholders holding different organizational roles to elicit operational and application requirements for the system
• Analyze data, review documentation, and collect user feedback to identify business challenges and possible solutions
• Work with our production support team to understand frequent end-user challenges and develop solutions for how they can be remedied
• Coordinate and facilitate meetings with the customer and project team
• Lead internal peer review meetings to ensure requirements are fully understood and correctly documented
• Prepare and present briefings to the customer and senior leadership regarding analysis findings and recommendations enabling stakeholder decision making
• Produce technical diagrams, models, mockups, flowcharts, requirements traceability matrices, manuals and other technical documentation to illustrate and analyze business processes, requirements, solutions
• Administering and preparing training materials for small and large scale system trainings
• Help design, document, and maintain system processes
• Evaluate existing procedures and processes and recommend improvements to both
