Job Description: Researches and drafts technical and regulatory documents, and reviews documents for accuracy, completeness, and compliance with appropriate requirements. Available to consult on technical, legal, and regulatory aviation issues related to specific tasks. Knowledgeable in a variety of aviation areas, including the regulatory process, conducting air carrier aircraft records reviews, corporate aviation evaluations, and quality system evaluations. Responsibilities include conducting Internet research and coordinating on issues with Government and industry personnel. Applies experience with UAS systems, capabilities and emerging technologies, FAA Safety Management System and FAA regulations 14CFR Part 107 and Part 91 as it relates to UAS. Analyzes Part 107 waivers, UAS airspace waivers, and petitions for exemption.

Utilizes and applies knowledge of web information technology, data collection, data mining, data analytics and associated tools such as Adobe applications suite, SharePoint, PowerPoint, advanced Excel (i.e., pivot tables), Access, MS Project, Visio, multimedia applications (Adobe Photoshop, Prezi), ability to write macros in varying applications (i.e., Visual Basic), etc. to provide an information format for Government and industry personnel and the general public.

Requirements: The successful candidate must possess a thorough understanding of Unmanned Aircraft System Traffic Management (UTM) concept and use case development, data exchange and information architecture, communications and navigation, and sense and avoid. Must possess senior level experience with research and testing necessary to identify airspace operations requirements to enable safe visual and beyond visual line-of-sight drone flights in low-altitude airspace.

Provide senior level technical expertise in Airspace and Air Traffic Management; demonstrate a comprehensive understanding of UTM and the associated challenges to UTM integration.  Work with the FAA, other governmental agencies, and the UAS industry toward the development and exploration of concepts and regulatory guidance that will enable the safe management of drone flights at low altitudes where air traffic services are not provided.  Must possess an extensive knowledge of FAA processes and procedures, and have an intimate understanding of the areas of responsibility for the various FAA Lines of Business (LOB) and Staff Offices. Must possess senior level experience communicating and collaborating efforts at the most senior levels of industry stakeholders and policy and technical realms of the FAA.

Qualifications

Required Qualifications: Bachelor’s Degree and 12 years of direct senior aviation experience concerning flight operations including a minimum of 3 years direct experience in UAS regulatory analysis and, as appropriate, experience as a pilot with a commercial or airline transport pilot rating. Bachelor’s Degree may be waived with 15 years of experience developing, evaluating or managing aviation operational or training programs, or developing, implementing and managing governmental aviation safety regulatory and oversight programs, or a combination of both.

US Citizenship required with the ability to obtain and maintain a Public Trust clearance
