SAIC is seeking a Property and Leasing Specialist to support the National Reconnaissance Office (NRO) Strategic Facilities Division (SPO) in Chantilly, VA.

Responsibilities include, but are not limited to:

  • Analyze the development of customer requirements, cost estimates, market surveys, site evaluation and selection, and competitive or sole source acquisition processes and the preparation and maintenance of lease documentation.
  • Analyze the implementation of policies and procedures for real property lease management.
  • Prepare real estate briefings, staff papers, and responses to a wide variety of data calls and briefings for customers and senior leadership.
  • Analyze strategic facilities space occupancy metrics and coordinate closely with customer on future facility requirements based on growing mission requirement and develop a Strategic Space Plan.

The Division is working many aspects of short and long term facilities issues. In this role, you will interact and coordinate daily with numerous stakeholders (senior acquisition leadership, Program Managers, Technical Leads, and external organizations). Daily and weekly facilitation of budgeting processes may be required to include risk management boards, engineering review boards, and other leadership review boards. A candidate with experience in government real estate acquisition, management and disposal is needed. You will be expected to continually balance and adjust work priorities to meet short term work suspense and rapidly evolving customer needs. The successful candidate must have excellent communication and team skills.

Qualifications

  • TS/SCI clearance with a polygraph.
  • Bachelors degree with 5+ years experience.  Relevant experience may be substituted in lieu of degree.
  • Knowledge of federal acquisition regulations (FARs), federal property management, and general services administration acquisition regulations.
  • 2+ years of experience with federal or commercial leasing or real property, including facilities, property management, or contract administration.
  • Knowledge of International Facilities Management Association (IFMA) and Building Owners and Managers Association (BOMA) best practices for facilities space standards.
  • Ability to travel within the US.
  • Ability to think strategically and follow through with facility plans and programs.
  • Demonstrated experience in leading diverse teams to solve complex facilities challenges.

Desired Qualifications:

  • Knowledge of negotiating techniques, appraisals, market surveys, property management, contracting procedures, and project management.
  • Ability to handle multiple, demanding, and complex projects in a timely manner with accurate results.
  • Professional Project Management Certification preferred.
  • Knowledge of Archibus Integrated Workplace Management System platform.
  • Knowledge of Computer Aided Design (CAD) software.
