SAIC has an opportunity for a Program Analyst.  This position is located on Tinian which is one of the three principal islands of the Commonwealth of the Northern Mariana Islands. 
 
The Software, Simulation, System Engineering and Integration (S3I) Directorate, DEVCOM Aviation & Missile Center (AvMC) is supporting the USINDOPACOM and its important mission.  This includes Modeling and Simulation (M&S) to support end to end life cycle development and execution, ensuring warfighter readiness and future capabilities are realized. 
 
The successful candidate will support the INDOPACOM team as a Program Analyst for Military Affairs in the Commonwealth of the Northern Marianas Islands (CNMI) under J56, Posture Manager. The incumbent is responsible for facilitating and coordinating Department of Defense (DoD) requirements and military initiatives in the CNMI and a member of the INDOPACOM Liaison team. The position will be physically located in Tinian but travel to and from inter CNMI islands and island of Guam will occur.

 

Job Duties:

  • Provide analytical results and recommendation to INDOPACOM and provide data and assistance to better prepare DoD leadership in making decisions affecting programs, supporting functions, and facilities which are located at outlying multi-function sites all of which are under a joint construc
  • Assist in developing regional political-military policy and associated strategic regional plans, and facilitates multiagency agreement to allow actions with mitigated community impacts to the CNMI.
  • Develops, maintains, and distributes operational tools such as Concept of Operations (CONOPs) and Scope of Work (SOWs).
  • Ensures all strategic laydown requests for CNMI are directed to Senior Leaders and coordinates across the region as necessary.
  • Ensures classified information, material, and documents held by the command is safeguarded, protected, and maintained in accordance w/established regulations and policies.
  • Performs policy, process, and tool development and analysis for greatest efficiency and effectiveness. Monitors ongoing region initiatives to identify unanticipated challenges and effects.
  • Coordinates and facilitates substantive data collection and follow on analysis for resource allocation decisions, performance impacts, efficiencies, and business practices and strategies.
  • Participates on boards/committees to study and recommend changes and/or innovations.
  • Coordinates with Regional environmental counsel and coordinator for all environmental assessments and associated activities.
  • Interfaces with action teams requiring support/analysis to effect positive movement of the buildup within CNMI

Qualifications

Required Education:

Bachelors degree and three (3) years related experience; Master and one (1) years of related experience; four (4) years of experience accepted in lieu of degree. 
 
Qualifications:

  • Must possess knowledge of concepts, principles, and practices relating to programs and support resources in the CNMI.
  • Basic knowledge of behavioral, social, and economic factors affecting military initiatives in order to provide guidance and feedback for program implementation, execution, and evaluation.
  • Skill in applying analytical and evaluative techniques used to identify, consider, and resolve issues or problems of a procedural or factual nature as it pertains to the TN programs.
  • Should understand systems to ensure effective program management and communication.
  • Must be able to communicate effectively both orally and in writing to maintain good working relations and ensure effective program implementation, execution, and evaluation.
  • Must be able to apply to a high level of sound judgment to solve complex management challenges.
  • Must possess knowledge of management and organization principles and theories, including administrative practices and procedures common to the areas of CNMI.
  • Must be able to apply conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action.
  • Possess knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Must be able to understand systems to ensure effective program management and communication

 
Clearance:

Candidates must be able to obtain a full Secret clearanc; Minimum of an Interim Secret clearance required to start.
