JOB DESCRIPTION:   

In this role you will assist the Federal Aviation Administration (FAA) Business Management Team with financial management involving budget allocations, the tracking of expenditures for active projects, and reconciling against Corporate Work Plan (CWP) approved project activities. This will involve using financial tools and techniques to link operational requirements to financial benefits.  You must possess a general knowledge of government funds accounting, project accounting and contracts accounting. Must have an understanding of multi-year spend plans and budgets. Must be able to perform reconciliations of program with multi-million dollar budgets. Will track and periodically report on F&E and Ops obligation, expenditures and all other financial transactions, and execute funds distributions and redistributions as approved by the FAA program office.  Will analyze funding discrepancies and recommend corrective measures. 

The position is located at Federal Aviation Administration (FAA) HQ, 800 Independence Ave, Washington DC,  but open to teleworking.

Primary Responsibilities

Assist the business team with financial analysis and reporting utilizing FAA approved financial systems and commercial-off-the-shelf (COTS) software.

Develop recommendations for financial traceability, sustainment, and enhancement.

Assist with program documentation.

Track budget authorizations, commitments, and obligations at HQ and Service Area (SA) levels.

Assist with data entry into Regional Information System (REGIS) in a timely manner.

Maintain a system of records of allowances, commitments, and obligations/expenditures that informs managers of budget and resource use and availability status.

Assist with the creation of special budget-related briefings such as: White sheets, Resource Planning Documents (RPD), Capital Investment Team (CIT) Briefings, and Ops Resources Board (ORB) briefings.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE:

Basic qualifications:

BA/BS degree and 4 years of prior relevant experience or Masters with 2 years of prior relevant experience. Additional years of related work experience may be substituted for a degree at the hiring manager's discretion.

Demonstrated knowledge of and experience with budget and financial management and analysis.

Proficiency with Delphi and Regis

Working knowledge and proficiency utilizing Microsoft Office applications to include: MS Word, MS Excel, MS Outlook and MS Power Point. Must have advanced Excel knowledge and ability to sort, filter, create pivot tables, and manipulate large spreadsheets containing multiple tabs. Ability to generate graphics from tabular data. 

Must be eligible to work in the U.S. and capable of obtaining a Public Trust clearance.

 

Additional Preferred Qualifications

Ability to work with minimal supervision and produce financial status reports. Ability to communicate clearly a variety of financial results to field engineers to include oral presentations and written analysis. Ability to perform ‘what-if’ analysis on short notice for senior FAA managers. Ability to provide and analyze summary program financial status during monthly program status meetings.

Ability to generate and interpret Funds Control Module (FCM) reports.  Understand the FAA Corporate Work Plan (CWP) and the lifecycle of funds from requirements to execution. Be familiar with the different funding types (F&E, Ops, reimbursable and others). Ability to execute queries and review funding transactions (PAs). Be familiar with the PRISM purchase requisition (PR) system and other FAA systems such as OBIWAN.
