SAIC Naval Business Unit is seeking a qualified MOC Maintenance and Modernization Program Analyst at Naval Information Forces (NAVIFOR), Suffolk, VA to support their Operational Level of War / Maritime Operations Center (OLW / MOC) Requirements and Force Development Branch. Work will be performed on site.

Support will include a broad range of technical services to address wholeness gaps and OLW manpower, personnel, training and education (MPT&E) issues across the range of OLW/ MOC activities. The candidate will work MPT&E and capability assessment issues to develop solutions in the areas of operational planning, operational assessment, maritime targeting, and the integration of kinetic and non-kinetic capabilities.

This opportunity is contingent upon contract award in Spring 2023.

Qualifications

Qualifications

  • Nine (9) years of experience and Bachelors degree, or additional years of experience in lieu of degree
  • Five (5) years of military maintenance and modernization experience within the last ten years as an action officer on a numbered fleet commander (NFC), Navy component commander (NCC), Joint, service, or Echelon III or above staff. 
  • (1) At least three or more years as a C3 Program Analyst on an NFC, NCC, combatant command (CCMD), or Joint staff in a maintenance and modernization related position or (2) three or more years’ experience serving on a NFC, NCC, combatant commander (CCMD), joint staff, service equivalent, or joint task force (JTF) staff in a maintenance and modernization position responsible for fleet maintenance and modernization.
  • Three (3) or more years’ experience within the last ten years in a maintenance and modernization position related staff position at a Navy command required. 
  • Three (3) or more years’ experience working as a Program Analyst related to the following programs: NDE, AMPS, SKED, AWN, SPIDER.
  • Demonstrated knowledge and experience with the OPNAV PPBE process. 
  • Possess analytical skills to support identification, substantiation and advocacy of maintenance and modernization requirements.  

Required SECURITY CLEARANCE:

  • Current DoD Top Secret, and TS/SCI eligible
