Job Description


SAIC is looking for an Acquisition and Policy Support Officer aiding our Government customer in managing a portfolio of major programs. The location is Chantilly, Virginia and requires an active TS/SCI with Poly to start.

The Acquisition and Policy Support Officer requires a detailed understanding of government systems acquisitions and the many applicable laws, policies and regulations from Department of Defense (DoD), Office of the Director of National Intelligence (ODNI), and the National Reconnaissance Office (NRO).  The successful candidate must facilitate executing these policies and procedures with program offices responsible for new start acquisitions, sole source, competitions, and acquisition milestone planning and execution for programs ranging from enhancements on existing programs to transformational next-generation major systems acquisitions.

Job Description: 

  • Advise Directorate leadership on Governance and Management Control processes and requirements.
  • Draft, review, coordinate and update the Directorate Governance Plan and Directorate Annual Statement of Assurance.
  • Support Directorate leadership on NRO Corporate Decision Process, including but not limited to, maintaining awareness of agenda topics, coordinating pre-briefs and highlighting Directorate equities.
  • Advise Directorate leadership on Intelligence Community (IC) and NRO acquisition policy, processes, and requirements.
  • Draft, review, coordinate, and update Directorate acquisition documents (Acquisition Decision Memorandums, Program Management Plans, etc.).
  • Research, write, review and coordinate Directorate acquisition related background papers and point papers.
  • Manage the Directorate-level Acquisition Strategy Council process.
  • Consolidate and provide routine updates, reports, and schedules regarding current and future planned SIGINT acquisition activities.
  • Facilitate interactions with ODNI and DoD oversight organizations, or other organizations as directed.
  • Advise Directorate leadership on NRO Strategic and Operating Plans.
  • Draft, review, coordinate, and update Directorate Strategic and Operating Plans.
  • Advise Directorate leadership on other (ODNI, DoD, etc.) Strategic and Operating Plans, as required.
  • Identify internal and external issues that may impact the Directorate, including existing and proposed internal/external policy and legislation, and disseminate changes to policy and legislation to appropriate parties within the Directorate.


Required Education: 

  • Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.


Required Experience: 

  • 12 years relevant experience
  • 10 years NRO or other IC experience
  • 4 years of SIGINT Major Systems Acquisition (MSA) experience
  • Strong understanding of satellite systems and architectures


Desired Education and Experience: 

  • Bachelor’s degree in a technical or business related field or a Master’s degree in a technical or business related field
  • Program Management Professional (PMP) or equivalent certification
