SAIC is seeking a Director of Business Development with a focus on Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare Center Pacific, Naval Information Warfare Center Pacific (NIWC), and INDOPACOM clients. 

This position aligns to the Naval Business Unit (NBU) within the Defense & Civilian Sector at SAIC and supports the SAIC C5ISR Information Warfare Account Leader. NBU is a fast-growing business unit with exciting projects supporting warfighters around the world.  We integrate and modernize C5I systems; introduce new technologies to enhance warfighting effectiveness; and advance Navy and Marine Corps customer missions in direct and impactful ways every day.

The Business Development Director is responsible for identifying, qualifying, and assisting with the capture for a robust pipeline supporting Naval Business Unit growth objectives.  Additionally, the Business Development Director is responsible for helping manage and guide C5I focused pursuits to include the proposed solution.

Duties & Responsibilities

  • Lead comprehensive business development efforts. This includes communicating resource needs and leveraging resources assigned; and collaborating with subject & technical matter experts, functional leads, and program managers
  • Work effectively with NBU team members including P&L account leaders, solution architects, line program managers, and SMEs to engage customers and market SAIC solutions.  Gather, assess, and validate customer requirements, identifying related needs and constraints that impact winning solution.
  • Lead both external customer engagement and internal BD operations tasking in accordance with corporate BD processes.  Develop and brief gate reviews and other standard BD assessments. Drive development and completion of critical bid artifacts required for proposal development; ensure integrity of win strategy through supporting role in color reviews; support assigned proposal manager/director by assisting with development of compliant and compelling bids.
  • Partner with internal Competitive Intelligence and Position-to-Win teams to assess probable competition and evaluate relative strengths and threats -- conduct black hats, competitive scenarios, etc.
  • Collaborate with capture teams to translate requirements into robust win strategies, carefully tested and validated with customers. Advance strategies to management and technical designs with strong value propositions and differentiated bid elements based on compelling features and benefits, vetted with customers.
  • Lead industry engagement. Establish teaming relationships for specific deals.
  • Manage assigned pipeline (portfolio of opportunities) as the opportunity owner.
  • Assume accountability for advancing and maturing opportunities toward high win probability.
  • Own record-keeping of opportunities in corporate opportunity databases.

Qualifications

Required Education

  • Bachelor's degree and 15+ years of related experience; four (4) years of relevant experience may be accepted in lieu of degree.  

Clearance

  • Ability to obtain DOD Secret.  Potential of being asked to obtain Top Secret.

Required Skills

  • Deep understanding of NAVWAR/NIWC PAC community to include current programs of record.
  • Record of supporting NAVWAR or NIWC PAC programs.
  • Active relationships with leadership and technical leads at:
    • NAVWAR
    • NIWC PAC
  • Ability to work and execute a quick reaction process for opportunity identification, customer engagement and proposal response.
  • Experience, in support of NAVWAR or NIWC PAC, performing internal BD industry-standard tasks such as leading opportunities through BD processes, developing and briefing gate reviews, developing solutions, and related activities.
  • Experience leading large ($100M+) bids through whole range of BD/capture/proposal processes at NAVWAR or NIWC PAC.
  • Strong understanding of C5ISR for Navy and Marine Corps missions.
  • Confidence and experience dealing with senior executives; ability to work effectively in fast-paced, time sensitive, and often multi-tasking environment.
  • Record of winning large ($100M+) opportunities at NAVWAR or NIWC PAC.
  • In-depth knowledge, experience, and success in capture for all contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus).
  • Ability to travel, as necessary, in support of the capture
  • Experience managing opportunities in corporate opportunity databases.

Desired Skills

  • Experience using industry standard tools and databases (GovWin, etc.) to identify and track opportunities.

Target salary range: $200,001 - $225,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
