RESPONSIBILITIES:

  • Support program meetings by developed required documentation such as meeting agendas, minutes, lesson learned etc.;
  • Research, identify, analyze contract management requirements and problems;
  • Plan, prepare and conduct analysis;
  • Develop presentations highlighting/summarizing key points to senior FAA leaders;
  • Assemble back-up information that addresses the specific questions/issues as required by FAA senior management;
  • Coordinate team progress to achieve program milestones including but not limited to Investment Analysis Readiness Decisions (IARDs) and Final Investment Decisions (FIDs);
  • Ensure information/data validation – all information is consistent among programs and with the FAA systems of record.

Tasks may also be part of a process improvement/documentation effort. Tasks for this effort may include:

  • Develop business rules pertaining to contract management and the application of AMS policy;
  • Perform requirements gathering and cataloging to identify consolidation and improvement opportunities;
  • Organize processes in a logical and methodical manner;
  • Document as-is processes and create process maps;
  • Draft to-be processes and maps.
  • Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.
  • Define or contribute to the program baseline then execute the program to comply with baseline requirements.
  • Manage risk, customer relationships, and program staffing. 

PROGRAM EXECUTION:  Provides key input and direction in planning, developing and implementing the program baseline. Identifies key resources to manage and execute to the program baseline. Identifies and analyzes moderate variances, and defines corrective actions. Manages large size program staff that includes subcontractors or suppliers and task or project leads. Leads internal cross-functional team. Uses standard, well-defined processes, procedures, techniques, or tools that require program-specific modifications. Develops some program specific processes, procedures, techniques or tools.

INDEPENDENCE:  Rarely reviewed for progress or completion in meeting program objectives and account synergy engagement. Primary customer interface for all program matters, information and insight sharing, and moderate problem resolution.

PERSONNEL MANAGEMENT OF PROGRAM STAFF:  Possesses leadership and management skills that require very little feedback from supervisors. Provides strategic guidance to the team. Escalates and resolves moderate program issues.

BUSINESS DEVELOPMENT SUPPORT:  Contributes to a strategic BD plan to protect current program and expand account offerings. Provides significant elements of re-compete capture strategy.

Qualifications

REQUIREMENTS:

  • BA/BS in any discipline;
  • 10+ years of relevant FAA experience;
  • 20+ years of relevant work experience;
  • FAA Acquisition Management System (AMS) and program management experience;
  • Active/current Project Management Professional (PMP) certification;
  • Provide a full spectrum of technical/management expertise and acquisition support to a product or system throughout the life-cycle;
  • Ability to develop a Statement of Work (SOW);
  • Ability to develop all sections of a Screening Information Request (SIR);
  • Ability to develop a business case;
  • Ability to understand an Independent Government Cost Estimate (IGCE);
  • Must be proficient with Microsoft Office products, including Excel, Project, Power Point, and Word;
  • Public Trust clearance or ability to obtain Public Trust clearance.

US Citizenship required with the ability to obtain and maintain a Public Trust clearance
