We are seeking a Senior Policy Advisor to research, analyze, and interpret existing laws and policies and their implications for the technology programs at the National Counterintelligence and Security Center (NCSC).  As a pivotal member of this team, you will advise the customer of the legal and policy issues, opportunities, and limitations impacting their portfolios, and lead the engagements with the Center’s Office of the General Counsel (OGC) and the Office of Civil Liberties, Privacy, and Transparency (CLPT) regarding data usage and the legal aspects of working with PII information and collection, protection and dissemination of such data. 

The ideal candidate will be detailed-oriented, fact-centered, fast-paced, and strategically-minded. Candidate should be familiar with the legal and policy landscape, and apply their critical thinking skills to navigate the various legal and policy issues and make recommendations to senior leadership.  Candidate will also utilize task management skills, providing timely responses on taskers and status updates and tracking action items for their customers.

Responsibilities

  • Serve as a trusted advisor for the customer on legal and policy issues that impact the customer’s technology programs.
  • Lead engagement and coordination with OGC and CLPT regarding data usage and the legal aspects of working with PII information and collection, protection, and dissemination of such data.
  • Research, analyze and interpret law and policy and assess how the text applies to and impacts the programs, and provide analytic reasoning and recommendations to the customer.
  • Develop and maintain a repository of legal and policy language impacting the programs, including but not limited to executive orders, laws/statutes, IC Policy Guidance, IC Directives, and Security Executive Agent Directives.
  • Negotiate with external stakeholders regarding data acquisition, data ingest and export, including assisting with the drafting and processing of MOUs and MOAs.
  • Ensure proper performance of tasks necessary to achieve the most efficient and effective execution of the project. objectives, to include providing timely responses to taskers, developing executive-level briefs, providing status updates, and tracking action items.
  • Interacts with senior external personnel on significant technical matters often requiring coordination between organizations. 
  • Utilizes expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical and policy documents.
  • Provide, clear, concise targeted position papers and policies for a variety of audiences.
  • Work with senior leadership to draft and communicate program plans for acquisition and deployment of critical data systems.

Qualifications

Required:

  • Active TS/SCI with CI Poly required.
  • Bachelor's degree or higher, in law or policy.
  • 10+ years of related experience in policy and legal processes and business process analysis.
  • 5+ years’ experience within the IC Agency, preferably ODNI.

Note:  This position requires knowledge of legal concepts, and recognition, evaluation, organization, analysis, and communication of relevant facts and legal/policy concepts.  Candidates should have formal education, training, experience and expertise regarding the IC’s legal framework, and authorities.  They should possess substantive knowledge of procedural law, and have paralegal experience.
