Description
SAIC is seeking a highly motivated Deputy Program Manager to join our expanding, multi-disciplined team of professionals operating our Identity and Data Sciences Laboratory (IDSL) in Upper Marlboro, MD. The selected individual will report directly to the Senior Program Management Director as the Biometric and Identity Research Deputy Program Manager (DPM). SAIC is a key performer supporting the DHS Science & Technology’s biometric and identity research, development, test and evaluation initiatives. The successful be candidate will be a detail oriented, self-starter instrumental in the coordination, administration, and management of this unique applied research program.
The IDSL team performs applied research related to biometrics, identity and human-algorithm teaming in both laboratory and field environments, with the goal of improving the efficiency, effectiveness, and satisfaction of travel and trade processes used by our customers. SAIC’s IDSL team operates the Maryland Test Facility (MdTF; http://mdtf.org) in support of both small- and large-scale technology evaluations and research projects. The candidate will join a team composed of scientists, engineers, subject matter experts, and program management professionals working to design, build, and execute experiments in support of customer goals and objectives. This position is based in Upper Marlboro, MD and expects up to 20% travel within the continental US. Remote work is possible on a limited basis. Compensation DOE.
In this role as the Biometric and Identity Research Deputy Program Manager (DPM) you will be responsible for maintaining program priorities and schedules, ensuring day-to-day workflow aligns with those priorities and schedules, managing the performance baseline for this program and resolving key issues and concerns. You will be responsible for coordinating with technical team leaders to identify day-to-day personnel priorities, and collaborate with these team leads to translate priorities into project plans. You will also support and ensure successful programmatic execution including financial, contractual, administrative and security functions, through coordination with the program business operations leadership and team.
The successful candidate will have sufficient technical depth in computer science, signal processing, or operational test and evaluation.

The Deputy Program Manager provides a senior level skill set and ability to execute against a broad range of leadership, problem solving, financial, and technical challenges, in support of the Program Director. While the primary objective is the delivery of all contractual and technical requirements, within cost and schedule; the DPM will conduct strategic analyses for the PD and work together with technical team leads to help set and align priorities for success of the program.
The selected individual must be able to interact with and influence executive level management and customers and communicate effectively with both oral and written presentations. The role involves obtaining and maintaining command of complex cost, schedule and performance issues across a broad enterprise and working collaboratively to achieve outcomes of common concern.
