SAIC is seeking a qualified Air Operations Center / NALE Training Analyst at Navy Warfare Development Center (NWDC), Norfolk, VA.

The individual in this position will provide subject matter expertise (SME) regarding joint and naval air operations, particularly air tasking order planning support for operational-level exercise events supporting Fleet Headquarters. NWDC requires Joint Force Air Component Command and Combined Air and Space Operations Center (JFACC / CAOC) expertise to respond to peer HQ coordination in the accomplishment of their mission to train and sustain Maritime Operations Centers (MOCs) command and control capabilities at Major and Numbered Fleet Commands, Naval Component Commands (NCC) and when designated, Joint Force Maritime Component Commands (JFMCC) at the Operational Level of War (OLW). The ideal candidate must have naval operational-level / Fleet HQ experience or equivalent joint HQ experience, and knowledge regarding coordinated Joint and Combined Air Operations Center (JAOC/CAOC) processes between maritime and air component staffs. Must also be knowledgeable about Joint Forces Air Component Commander (JFACC) processes supported by the AOC and liaison elements, specifically Naval and Amphibious Liaison Element (NALE) or naval coordination of air operations (i.e. CSG liaison in deployed operations). Additionally, the ideal candidate should be someone who understands MOC to AOC coordination and planning tasks required in the conduct of simulated and real-world events (local, remote, distributed, live, virtual, and constructive; friendly, neutral, and threat maritime forces). These tasks include, but are not limited to: exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future maritime domains within the joint training environment. Specific Functional Area duties will include but are not limited to the following tasks:

  • Coordinate with MOC Training and Exercise Team (MOC TET) on-site government and contractor staff, as required, to provide tasks, briefs, planning products, and point papers to enable MOC training objectives.
  • Coordinate with appropriate MOC TET members to prepare required reports, staff actions, point-papers, talking points, and all other staff products in support of but not limited to the following activities:
  • Coordinate event planning with Navy and Joint planners, to include JFACC, Carrier Strike Group (CSG), Amphibious Ready Group (ARG) Air Combat Element (ACE), and Maritime Patrol and Reconnaissance Aircraft (MPRA) planners.
  • Assist Navy Exercise planners and Exercise Control with any issues relating to Air Tasking Order (ATO) and Airspace Control Order (ACO) development.
  • Research and maintain up to date knowledge relating to joint and naval air capabilities.
  • Role play higher and adjacent headquarters staff, such as JFACC/CFACC J3, Air Component commanders, and senior staff.
  • Provide recommendations for and development of synthetic augmentation (entities, scenario elements, simulator operators, etc.) to live training exercises.
  • Develop exercise documents to include manning documents, messages and orders to include but not limited to Operation Orders (OPORD), exercise directives and exercise game books.
  • Provide for the execution of synthetic war-gaming for OLW synthetic events/exercises as required.
  • Provide the MOC TET government lead with appropriate lessons learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises
  • Provide expertise and support on applicable tactical and operational-level joint, coalition and service doctrine.

 

Qualifications

Required:

  • Bachelor of Arts or Bachelor of Science degree plus 9 + years of direct work experience or 14+ years of direct work experience in lieu of a degree.
  • At least ten (10) years of Joint / Combined Air Component Center (AOC), NALE, and Air Battle Management (ABM) experience, or a combination thereof.
  • At least five (5) years of experience in joint command and/or major operational service command staff operations (i.e. Fleet/CTF, MEF/MEB/MEU, numbered wing, etc.).
  • Active Secret with ability to obtain TS/SCI.

Desired:

  • Three (3) years of Modeling and Simulation (M&S) experience in operational-level exercises, including Fleet Synthetic Training or service equivalent exercises.
  • Ten (10) years of experience working specifically with ATO, ACO, and/or MAAP development.
  • Experience in an Naval Amphibious Liaison Element (NALE) support element.
  • Experience with Theater Battle Management Core Systems (TBMCS) and associated software applications.
  • Experience with the Joint Training Information Management System (JTIMS).
  • Active TS/SCI clearance
