SAIC is seeking a Systems and Software Acquisition Engineer with a strong desire to enhance space resiliency.  This position provides Systems Engineering and Technical Advisory (SETA) support to the National Reconnaissance Office (NRO) in Chantilly, VA, offering unparalleled insight into an emerging mission area and opportunities to secure our nation’s space enterprise.

SAIC is seeking a Systems and Software Acquisition Engineer to provide SETA support to a customer charged with delivering solutions across a rapidly expanding complex space and ground system initiatives.   The Systems and Software Acquisition Engineer will work closely with Government and SETA staff to plan, deliver, maintain, and enhance critical mission capabilities for the NRO enterprise.  SETA staff collaborate with IC organizations and technical providers to maintain awareness of current and emerging threats, and to drive solutions to mitigate these threats.     

The Systems and Software Acquisition Engineer provides support to the System Program Office (SPO) in execution of mission critical systems for an exciting new Mission Area for Space Domain Awareness (SDA).  Tasking and priorities include oversight, management, review, analysis and reporting to ensure efficiency and effectiveness of solutions, products, systems, and programs.

The Systems and Software Acquisition Engineer is part of a team of high-performing Subject Matter Experts (SMEs) whose support will focus on executing a new multi-phase competitive acquisition strategy, to create a common mission framework that will use hosted applications in a cloud environment and produce new capabilities in support of Space Surveillance functions.

The Systems and Software Acquisition Engineer is responsible for the following:

  • Providing System and Software acquisition and SEIT subject matter expertise, to include daily program execution via oversight of existing hardware and software systems and Dev/Ops Cloud acquisition and initiating new contract actions.
  • Providing support to planning, organizing and managing critical aspects of the development, production, and deployment of systems and equipment in a cloud environment.
  • Supporting evaluation of new systems to determine overall design solution meets or exceeds all requirements as defined for technical design, development, integration, test, and operational demonstration.
  • Support evaluation of Contractor design, develop, test, and deployment of a prototype to provide application orchestration services, integrated data layer, workflow services, application monitoring services, and enabling infrastructure services, including security services to support multi-level security application hosting and data storage and retrieval.
  • Provide support in development of pre and post award documentation activities including request for development of Request for Proposals (RFPs), Statements of Work(SOW), Engineering Change Proposal (ECP), and Performance Work Statement (PWS)
  • Provide support to various program activities including meeting attendance, contractor performance tracking, analysis and reporting, milestone planning and reviews, schedule analysis, briefing preparation, staff coordination, acquisition risk management, and decision document preparation.  Review Contract Data Requirements List (CDRL) documentation for compliance, execution, and Contractor’s satisfaction of requirements.
  • Observe, monitor, evaluate, and report Contractor’s performance in executing software development and managing subcontractors against tasks to provide new mission framework with hosted application and a Prototype Demonstration that provides the Government with sufficient evidence of technical feasibility for the Contractor’s executed solution in a DevOps Cloud environment on a schedule and within cost.
  • Support Risk Management Framework (RMF) process and steps to obtain Interim Authority to Test (IATT) of the developed mission Framework, services, and applications to support a live demonstration on a Cloud environment.    

Qualifications

Required Education and Experience

  • Bachelor degree and 9 years of relevant experience in related disciplines of Acquisition Engineering, Systems Engineering, Software Systems Engineering, Software Engineering, DevOps Cloud Engineering, and Systems Security Engineering
  • Active Top Secret/SCI clearance with polygraph
  • Experience with large acquisition systems engineering methods and processes.
  • Experience working in Agile, SAFe, AND/OR Scrum environments.
  • Experience with programs requiring enhanced security measures and IT Systems Security, Risk Management and Certification and Accreditation including technical documentation for ICD 503.
  • Excellent oral and written communications skills to convey complex technical/programmatic issues concisely to senior management and skilled in developing Executive-level briefings
