Description

SAIC is looking for an Offensive Cyberspace Operations Planner to provide SME level operational and strategic expertise as a staff planner in support of cyberspace operations. This position will be located at Fort Meade, MD.

Contractor will be responsible for analyzing emerging operational and functional requirements at the force, theater, Combatant Commands (CCMD) and national levels to support the formulation, development and assessment of doctrine, strategy, plans, concepts of operations, and tactics, techniques and procedures in order to provide the full spectrum of Cyberspace Warfare and enabling capabilities to the warfighter.

Daily activities include, but are not limited to:

  • Conduct analyses and provide assessment reports on the integration and execution of cyberspace requirements, capabilities and training.  Analyze assigned missions for capability gaps in Expeditionary Cyberspace Operations (ECO) capabilities and recommend solutions.
  • Assist with the management of expeditionary cyberspace assessments and assist with the development of Fleet Marine Force (FMF) expeditionary cyberspace capability, capacity and proficiency. Provide reports on the integration of cyberspace requirement, capabilities and training, perform assessment of cyberspace warfighting capability of new technologies.
  • Analyze assigned missions for capability gaps in Defensive Cyberspace Operations and Offensive Cyberspace Operations, draft and edit Operational Plans (OPLANs), Operational Orders (OPORDs), and Fragmentary Orders (FRAGOs).

Qualifications

Required Education/Experience:

  • Bachelor's degree and nine (9) years of experience; Master's degree and seven (7) years of experience; years of experience may be substituted in lieu of a degree.

Required skills:

  • Experience with military cyberspace operations or computer network operations, including (2) years in Offensive Cyber Operations and planning and/or military planning process.
  • Must have tactical and operational experience as a staff planner.
  • Must have experience in support of Service, CCMD or Joint Service cyberspace operations.
  • Direct experience with military cyberspace operations and USCYBERCOM mission planning and approval process.
  • Must possess a broad knowledge of cyberspace capabilities, infrastructures and platforms in order to analyze capability gaps, integrate requirements, etc.
  • Familiarity with cyberspace capability employment development and technical writing.

Required clearance:

  • TS/SCI with CI poly is required.

Desired skills:

  • Familiarity with Expeditionary Cyberspace operations.
  • Familiarity with United States Signal Intelligence Directives (USSIDs).
  • Familiarity with USCYBERCOM Training and Certification standards.
  • Ability to develop briefing materials at the General Officers and SES level.
  • Excellent writing skills and ability to communicate effectively, including public speaking, and briefing senior officers.
  • Experience with Marine Cryptologic Office (MCO) processes and policies.
  • Proficiency in the use of Microsoft Office Suite.  
  • JCC2 OPS (IKE) / JCC2 Readiness
