Join SAIC’s OneSETA Team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security.
The Senior Program and Finance Manager supports the DHS Science & Technology (S&T) Critical Infrastructure Security & Resilience Research (CISRR) Leadership Team (Sr and Deputy PMs) who oversee program activities and delivers solutions against customer-identified requirements. The PM will support the program with a focus on Research, Development, Test and Evaluation (RDT&E) and a broad range of Homeland Security topic areas on the full spectrum of technology solutions. Multiple projects will be managed and supported by matrixed staff from throughout the other DHS S&T offices, who often serve multiple customers in multiple Divisions. Senior Program and Finance Manager needs to have relevant experience and competency from operating in support of or in coordination with DHS mission partners, and have demonstrated proficiency providing program management and analytical support.

Provide contract management and financial and budget support functions, to include the planning, coordination, technical direction, financial management, budget and surveillance of the activities necessary to assure disciplined work performance and timely resources application to accomplish all tasks under this task order. Contractor shall support overall CISRR program, operations and execution. Contractor is required to possess sufficient technical knowledge to successfully assist CISRR Leadership with budget support. 

The Senior Program and Finance Manager shall at a minimum: 

• Maintain communication with the Contracting Officer’s Representative (COR), and immediately notify the COR of any problems that would prevent timely performance of tasks. 
• Establish, implement, and maintain technical management and oversight of all work and deliverable products to assure the technical excellence, cost effectiveness, and timeliness.
• Act as SAIC’s single point of contact for all technical and administrative matters and administer, manage and possess the necessary authorities over all contractors and unfettered access to actual services performed and hours billed. Establish, implement and maintain management control systems required to plan, organize, direct, and control task order activities. Track and monitor the status of all tasks assigned, from planning to completion, track deliverables, and record projected and actual resources expended on each task.
• Manage and integrate operational and programmatic functions necessary to perform all tasks and effectively administer the task order. Meet with the COR regarding all aspects of the contract, establish and maintain staffing requirements, review budget estimates, invoicing and activity reports, subcontractor invoicing and monthly activity reports, management of contract activities, development and revisions to spend plan, coordination on new requirements, scopes of work, and respond to staffing needs.
• Provide business and financial management support to CISRR Team. 
• Support all aspects of the DHS S&T Program, Planning, Budget and Execution (PPBE) lifecycle to include Resource Allocation Planning, Performance reporting, and Execution plan development. Support development of program strategy and prioritization of objectives for future funding. 
• Provide budget analysis and of financial data from multiple sources and present distilled findings and recommendations to help inform strategic decisions for CISRR leadership. 
• Create budgetary presentations that illustrate financial projections, goals, shortfalls, etc. for federal decision making. Provide talking points to demonstrate budgetary concerns/recommendations/inquiries. 
• Provide complex financial reports utilizing DHS financial systems and expert level skills in MS Excel, PowerPoint, Word. Provide quality review of PR packages and acquisition related documents. 
• Provide weekly status reports on CISRR funds execution. Provide support in the development of the CISRR Program Dashboard. 
• Assist CISRR Team with resolving budgetary and financial issues and routine budget and performance taskers. Ensure financial submissions are consolidated, timely and accurate.

Required Qualifications

• Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (10) years or more experience
• Must have at minimum, an active Secret clearance.
• Must be a US Citizen.
• Relevant experience and competency from operating in support of or in coordination with DHS mission partners, or demonstrated proficiency providing program management and analytical support to programs and projects serving CISRR.
• Travel may be required.
• Must be able to obtain DHS suitability

Desired Qualifications

• Experience in a Systems Engineering Technical Assistance (SETA) environment.
• Current or Prior DHS fitness (suitability) authorization determination. 
• Current or Prior DHS experience including any DHS components or HQ Directorates, especially DHS S&T. 
• Detailed knowledge of and recent demonstrated experience working with appropriate offices and staff within the Homeland Security Enterprise (HSE), DHS, other Federal Agencies, Congress, foreign partners, industry groups, and private sector stakeholder entities on issues relating to the DHS mission space.
