SAIC is rapidly growing a System Integration (SI) team to deliver a new, complex space and ground system in support of National Security. As the Systems Integrator for this complex program SAIC is seeking an experienced program manager with technical depth in space and / or ground systems development and integration and in programmatic planning and execution, to support the Program Director (PD) as the SI Deputy PM. This leader will be a direct report to the SI Program Director and part of the SI leadership team.

In this role as the Systems Integrator Deputy Program Manager (DPM) you will be responsible for maintaining program priorities, ensuring day-to-day workflow aligns with those priorities, managing the performance baseline for this program and resolving key issues and concerns. You will be responsible for identifying and understanding future work, risks, issues and influencing SI engineering artifacts and day-to-day personnel priorities to translate into action plans. You will also support and ensure successful programmatic execution including financial, contractual, administrative and security functions, through coordination with the program business operations leadership and team.

The successful candidate will have sufficient technical depth in space and / or ground systems development and integration, and demonstrated aptitude to provide strategic recommendations on engineering plans, to ensure program success. Be prepared to assume a dynamic leadership role, developing and providing strategic guidance to a team supporting a complex space ground integration program.

The position resides in Chantilly, VA and requires a TS/SCI clearance minimum.

Responsibilities may include but are not limited to:

  • Coordinate across programmatic lanes (e.g. schedules, financial, EVM) and technical lanes (e.g. engineering, architecture) efficiently and effectively, with ability to ensure end-to-end closure throughout execution, identify shortfalls, and adjust program plans throughout the organization with ability to influence key decisions, and escalate issues at the appropriate time
  • Drive integration and common understanding across the Systems Integration organization to ensure appropriate visibility, alignment and coordination against priority initiatives
  • Support the Program Director in the monitoring and analysis of schedule, cost and resource planning to ensure projects are completed on time and fulfill the objectives of the program
  • Manage and monitor the working of various functional organizations supporting the Program
  • Develop and adhere to budget baselines
  • Maintain strong understanding of complex space-ground mission and program status, with ability to brief to senior stakeholders and executives, as needed, on program schedule and financial performance.  Represent program touchpoints and key areas of closure
  • Develop and deliver presentations to Customers, leadership and program stakeholders
  • Lead a team of on-site integration experts to interface with development program activities, broader System Integration and Segment contractors to ensure on-time, high quality capability delivery
  • Backfill the Program Director, as needed

The Deputy Program Manager provides a senior level skill set and ability to execute against a broad range of leadership, problem solving, financial, and technical challenges, in support of the Program Director.  While the primary objective is the delivery of all contractual and technical requirements, within cost and schedule; the DPM will conduct strategic analyses for the PD and help set and align priorities for successful System and Mission Integration. 

The selected individual must be able to interact with and influence executive level management and customer’s and communicate effectively with both oral and written presentations. The role involves obtaining and maintaining command of complex cost, schedule and performance issues across a broad enterprise and working collaboratively across multi-contractor, multi-vendor environments to achieve outcomes of common concern.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.

CLEARANCE REQUIREMENTS:

  • Active TS/SCI Clearance

REQUIRED EDUCATION, EXPERIENCE, AND QUALIFICATIONS:

  • Supervisory experience in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience
  • Hands on experience analyzing earned value management (EVM) data to influence and execute program decisions
  • Experience managing space and/or ground system segment integration activities
  • Experience in Ground systems development and integration large systems and segments for Government customers
  • Analytical, planning, program management and problem-solving skills
  • Proven ability to lead and influence cross-functional work groups, manage project teams and achieve results
  • High energy, ability to multi-task and a strong work ethic
