SAIC is hiring a Financial Manager with a Top Secret Clearance to support Headquarters Air Combat Command (HQ ACC) A5/8Z.  The successful candidate will be responsible for using accounting and financial procedures to resolve problems and prepare recommendations for management based on the financial results of programs.  This position is located at Langley Air Force Base in Virginia.

JOB RESPONSIBILITIES:

• Provide technical advice on the optimum resource usage for Advanced Programs.

• Prepare analysis of current and projected financial baselines and recommendations regarding resource planning actions to support the programs.

• Provide fiscal expertise to the branch chief in support of the preparation and presentation of briefings.

• Track funding documents from creation to completion. Provide funding document status updates to ACC A5/8Z, Defense Finance and Accounting (DFAS), AMIC (Contracting Office) and Division/Directorate leadership. Find and reconcile inaccuracies and close documents in coordination with Branch Program Manager, ACC A5/8Z, AMIC, Accounting Liaison Office (ALO) and DFAS.

• Process commitment and obligation documentation and forms to include Forms 616, Form 9’s, Forms 4009, MIPRs, and MORDs. 

• Attend budget meetings supporting the Advanced Programs Directorate in collaboration with the branch chief.

• Maintain functional proficiency on standard USAF financial management and resourcing applications to include, but not limited to Commander’s Resource Integration System (CRIS), DEAMS and any emerging capabilities.

• Create Fund Cite Authorization Letter (FCAL) and coordinate approvals in accordance with current staff procedures, as required.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

• Bachelors and ten (10) years or more of experience; Masters and eight (8) years’ experience.  Additional 5 years of experience may be accepted in lieu of degree

REQUIRED CLEARANCE:

• Top Secret clearance required; Ability to obtain TS/SCI with polygraph 
• US citizenship required

REQUIRED SKILLS:

• Experience utilizing DoD Budgeting, Finance and Accounting systems
• Knowledge of DoD Financial Management Regulations and Air Force Budget Guidance and Procedures

DESIRED SKILLS:

• Experience with Planning, Programming, Budgeting, and execution (PPBE) developing Program Objective Memorandum (POM) and Command level Financial Execution Plans
• Experience with Defense Enterprise and Accounting Management System (DEAMS)
• Experience with Defense Finance and Accounting Service (DFAS)
• Experience with Commander’s Resource Integration System (CRIS)
