JOB DESCRIPTION:

SAIC is seeking a candidate to support United States Strategic Command (USSTRATCOM) mission planning systems integration, design, optimization, and operations. The successful candidate will be part of the SAIC team, utilizing operational and technical knowledge of strategic planning, operations, processes, infrastructures, data products and data management to design, implement, test, troubleshoot, optimize and execute USSTRATCOM mission planning systems and operations.  Extensive knowledge of strategic operations, data products, data management, and data infrastructures is essential to be used in combination with relevant technical design, development and data management ability.   The candidate must be experienced at designing and prototyping new operational and technical concepts and adept at documenting and coordinating formal implementation with software development teams.  Candidates must also have extensive experience executing mission planning data management and diagnosing/resolving application, data, and computing infrastructure errors.  Experience retrieving/converting external data sources of various formats (JSON, XML, CSV) and integrating into the Oracle PL/SQL database.

Must have skillsets:

* Extensive knowledge (5+ years) of Structured Query Language (SQL), Oracle PL/SQL, and USSTRATCOM data management infrastructures with the ability to design and implement complex data manipulation processes to manage mission data products supporting operations, maintenance and testing. 

Nice to have skillsets: 

* Extensive knowledge (5+ years) of USSTRATCOM data management processes and operations with the ability to design and implement process, infrastructure, data product and technical solutions to optimize planning and operations.  It is essential designs maximize data product accuracy and system performance while minimizing risk to data products and operations. 

* Significant knowledge (3+ years) of java application development with experience integrating with mission planning system data infrastructures.  Able to create prototype java applications that utilize existing infrastructures in combination with new designs/approaches to test new concepts and present new approaches to planners.

* Knowledge (2+ years) of nuclear planning factors analysis, validation, interpretation and integration. 

* Extensive knowledge (5+ years) of the USSTRATCOM Enterprise Database (EDB), its data management infrastructures, and the associated mission data products and how they interact to support strategic planning and operations. 

* Extensive experience (5+ years) designing and building mission data environments supporting planner/user operations, exercise, and testing scenario requests to include coordination with external systems.  Also capable of providing planners/operational personnel with mission focused data analysis and data management support. 

* Extensive experience (5+ years) diagnosing mission planning systems application and data issues and coordinating resolution of identified issues with affected operational, functional and technical teams. 

* Experience (2+ years) with documenting designs and prototypes as technical requirements and coordinating them with formal development teams supporting accurate and efficient implementation. 

*Extensive familiarity with Joint Planning Operations, desired military background

 

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Preferred but not mandatory - Bachelors and five years or more experience; Masters and three years or more experience; PhD or JD and one years or more experience
