JOB DESCRIPTION:

The Naval Business Unit, in support of the Defense and Civilian Sector, currently has a career opportunity for a Fleet Training Execution Analyst to provide support to U.S. Fleet Forces Command (USFFC) N7 Directorate at Norfolk, VA.

The individual in this position will provide program analysis support and serve as a Fleet training readiness execution program analyst for the USFF Fleet and Joint Training Directorate (N7). Training program analysts have experience at the senior level including supervisory experience.  Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies.  They are subject matter experts (SME) in their fields of expertise.

The ideal candidate is a Navy Surface Warfare Officer (SWO) or senior Enlisted with basic and advanced training cycle familiarity and an experienced training analyst in fleet training event planning and execution. (An Afloat Training Group tour of duty would be a plus.) In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least six years of applicable senior program analyst experience in:

• U.S. Navy fleet training operations, policy, doctrine, systems, and staff procedures.
• Managing/ prioritizing large, complex projects involving numerous stakeholders.
• Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
• Engaging senior staff at the Flag Officer/Director/Manager level.
• Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Specific Functional Area duties include:

• Assist in training event planning and execution associated with the Fleet Response Training Plan (FRTP) and other Fleet events designed to improve Fleet readiness (such as the Bold Alligator series).
• Provide subject matter expertise in the coordination of training event planning syndicates covering a broad range of planning topics (e.g., exercise control [EXCON], opposing force [OPFOR], Fleet Synthetic Training [FST], coalition participation, etc.).
• Assist in coordinating and updating senior Government officials on the day-to-day execution of ongoing training events.  This includes obtaining daily updates from various entities participating in the training event, collating, de-conflicting updates and providing a series of daily management level synopsis updates.
• Assist in researching, developing and/or coordinating various training event “hot wash” documents, after action reports (AAR), and post-event analysis.

Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

• U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.
• Active military duty experience at the senior enlisted, limited duty officer, or mid-grade officer level (or higher).
• Six (6) years of general training program analyst and Functional Area experience (ten years in lieu of degree will be considered); see detailed tasks above.
• Must possess proven written and verbal communication skills at the senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
• Experience in use of MS Office (e.g., PowerPoint) products.

DESIRED BACKGROUND / SKILLS:

• Experience as an Echelon III (or higher) staff officer.
• Comprehensive understanding of all phases of the Fleet Response Training Plan (FRTP), Optimized Fleet Response Plan (OFRP), and Fleet Training policy documents, including the Fleet Training Continuum (FTC) and Type Commander Training and Readiness manuals.
• Understanding of the Fleet Training Command and Control (C2) structure.
