Description

SAIC is looking for a candidate to provide Program Management support in a fast-paced and dynamic customer environment with broad impact to the customer’s mission. This position supports the customer group and is responsible for providing the executive level personnel a broad array assistance. The role requires a strong problem solver, who can identify/anticipate requirements and provide creative solutions to the team.

 

Project Management:

  • Develop major concepts, initiatives, processes, procedures, PM tools and programs.
  • Assess, and enhance programs: Requirements Definition, Strategic Planning, and Stakeholder Analysis.
  • Generate Project Charter, Project Management Plan, and After Action Reports.
  • Utilize Agile Scrum methodology and risk management tools to enhance project tracking, coordination, Critical Path Analysis and de-conflict with other projects.
  • Provide assistance with developing Resource Models to address workload inequities.
  • Prepare and facilitate informal workshops briefing and applying project Sponsor Project Processes, Procedures, and Program Management best practices for Government audiences.
  • Provide consulting services and analyses for developing project Metrics and Performance Standards based on the project milestones and outcomes that are traceable to the Sponsor’s Strategic Intent.
  • Provide consulting support to staff PMs and support personnel in project management principles, techniques and processes to include assessing Project Status, Reporting, Progress Tracking, Control Gates, Data Management, Project Communication, Risk Analysis, and Stakeholder involvement.
  • Manage project portfolio and PMR process to provide oversight for the Sponsor. Assist staff PMs in tailoring presentations for executives in a way that establishes win/win partnerships.
  • Directly support PMs in executing their programs, preparing briefings, documentation, and working with customers, stakeholders, and team members to provide an integrated solution.
  • Organize, update and maintain information repositories including documentation, master schedules, collaboration tools and a wide range of strategic and tactical information.
  • Prepare and update profiles and develop contingency planning documents.

 

Process Improvement:

  • Guide and define business improvement and organizational process to drive critical programs.
  • Perform process analysis, process improvement and monitor/control processes.
  • Assist with enhancement of Project Management Review, Agile Scrum, and Project Deep Dive processes.
  • Apply analytic methodologies and principles to identify improvement areas in new and mature programs and support process reengineering.
  • Develop and present needs assessments, briefings, position papers, and reports.
  • Utilize business process tools and specialized expertise to streamline initiatives and integrate disparate rules, policy, and technologies.
  • Leverage subject matter expertise and problem-solving methodologies to foster solutions alleviating strategic roadblocks and create innovative solutions for ambiguous problem-sets.
  • Facilitate meetings, informal workshops and brown-bag-type sessions related to Sponsor initiatives, methodologies, and programs for audiences up to the executive level.

Qualifications

Required Qualifications:

  • Active TS/SCI W POLY

  • Master’s Degree + 16 years related experience, Bachelor’s degree + 18 years related experience

  • PMI-PMP Certification

  • Excellent interpersonal skills

  • Excellent communication – Oral and Written

  • Proficient with Microsoft applications and programs (Visio, Project, Publisher, SharePoint, Outlook, Excel)

  • Comprehensive and thorough knowledge of: Best practices Studies, Business Case Analysis, Creative Problem Solving, Decision Briefing, Project Management Processes, Project Activity Implementation, and Risk Management, Strategic Planning.

Desired Qualifications:

  • Lean Six Sigma Certification

  • Certification as Agile Scrum Master

  • Financial management and Financial Planning

  • Experience with COGNOS, PARIS, BASIS, BCR and SLA Applications

  • Operational or analytic production experience

  • Familiarity with Bluescape, Tableau, Joomla, Visual Basic, ArcGIS/ArcM, Google Earth, TerraGo,

  • Knowledge of: Change management, Facilitation, Organizational Assessment, Process Modeling, Business Planning, Business Process Reengineering, Consensus Building, Organizational Restructure, Design, and Implementation, Project Management Processes, Data Modeling, and Benchmarking/metrics.

  • Demonstrated ability to quickly ramp up to support customer’s needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems.
