SAIC is seeking a Senior Financial Management Analyst to support the Office of the Direction of National Intelligence, Intelligence Community Chief Financial Officer (IC CFO), with expert knowledge of the IC financial systems and processes ranging from developing budgets to monitoring and reporting obligations and expenditures. Position is located in McLean, VA. Expert in intelligence community financial management with daily interaction with senior intelligence community leaders. Self-starter with the ability to work independently and provide mentorship to other team members.
Duties:
- Support budget formulation and budget balancing for the intelligence community
- Provide data integrity control and technical support for software systems
- Provides President’s Budget production support and resource exhibit generation
- Provide budget briefings, studies, and analysis support
- Facilitate Congressional budget marks recording, analysis and tracking
- Conduct review of authorization and appropriation acts
- Analyze maintain IC historical budget trends
- Conduct budget analysis and studies
- Perform budget execution collection, monitoring, and reporting
- Assist with reprogramming actions and transfers
- Assist with apportionment and allotment of appropriation resources
- Perform ad hoc budget analysis
- Produce integrated visualization products
- Conduct new employee training
- Provide advice, analysis, and other tasks as required
Qualifications
- TS/SCI w/CI polygraph
- Bachelor’s degree or higher
- Minimum of ten (10) years experience in the Intelligence Community in the financial management discipline
- Certifications: A minimum one (1) or more of the following certifications
- Certified Government Financial Manager (CGFM)
- Certified Defense Financial Manager (CDFM)
- Certified Public Accountant (CPA)
- Program Management Professional (PMP)
- Similar professional society certifications in financial management
- Tools: Experience in financial systems and processes
