Job Description


SAIC is seeking a Risk Manager with Systems Engineering understanding to work with risk owners to formulate proper handling plans, leading and conducting the working groups for Risk, Issues and Opportunity (RIOWG). In addition, you’ll help the program to quantify and analyze technical risk implications and impacts to schedule, cost, and accurate program execution. This includes early identification and tracking opportunities of improvement and preventative actions as well as safety risks at each facility. The position entails articulate communication for briefing, reporting and leading working groups with both internal and external customers (industry and government).


Specific responsibilities include:

  • Maintain and implement the procedural approach of Risk Management Plan and maintain the engineering risk management process.
  • Coordinate and align the processes of engineering and functional operations for risk, issues and opportunity (RIO) management efforts. This includes the cross functional teams (e.g., engineering, quality, test, configuration, and supply chain), integrated product teams (IPT), task order and program management processes
  • Analyze of all identified RIO into an encompassing Risk Profile at the technical and programmatic levels
  • Assist with quantifying measurement plans for availability, reliability, schedule and cost impacts as well as quantifying and qualifying identified opportunities to improve and/or expand capabilities.
  • Facilitate RIO related workshops for the program
  • Facilitate RIO related lessons learned / after action reviews with internal and external customers
  • Create program level metrics (e.g. burn-down plans, exposure charts, tracking sheets, margin analysis, top RIOs, step tracker handling plans)
  • Work with program and task Schedulers (IMS) to identify critical actions and dependencies associated to identify risks and ensuring that the IMS adequately reflects risk mitigation/capture plans.
  • Maintain the Risk Registry by directly interfacing with the model based systems engineering (MBSE) tools (i.e. Cameo, DOORS)


Required Qualifications:

  • Active DoD Top Secret or DOE Q clearance with the ability to obtain TS/SCI  
  • Bachelor’s Degree (accredited) in a technically related field with 9 years of relevant management experience; Master’s Degree (accredited) and 7 years of relevant experience
  • Minimum 4 years of direct risk management and/or risk, issues and opportunities experience
  • Strong understanding of the engineering processes associated to risk, issues and opportunity identification, mitigation and planning
  • Familiar with risk standards (i.e. ISO, IEEE, MIL)


Desired Skills:

  • PMI Risk Management Professional (PMI-RMP) or similar certification
  • Demonstrated interpersonal skills to interfacing with cross-functional technical teams including the Government customer and external contractors.
  • Demonstrated experience working with DoD/Space Force customers in a Government environment.
  • Demonstrated ability to prioritize competing requirements and tasks
  • Demonstrated ability to work independently and as part of a team.
  • Experience with MBSE, risk management tools and authoritative source tools (i.e Cameo, DOORS)
