Included in the work being performed within the Safety Risk Management Division (AFB-400) is providing foundational needs through program administration, communications support, local process/guidance management, performance/conformance objective development, OJT, and change management activities. These programs are conducted using the SMS approach. Audit results are provided to the Director of Flight Standards Service (AFS-1) and are used as a basis for making strategic and tactical decisions with regard to FS’s major systems and processes. The Division ensures that all processes used conform to the International Organization for Standardization (ISO) 9001:2015 standards, and software use with the QMS processes is supported. Communications Specialist is responsible for the preparation of FS Field and Headquarter (HQ) offices for external audits, overseeing QMS automation, and providing assistance with QMS issues and questions.

• Provides a full range of editorial and technical writing support for revisions and proposed changes to documents; 

• Provides support in retrieving information as needed;

• Assists in extracting and formulating information from sources to support data analysis in preparation from audits and special studies;

• Participates in meetings in related work areas as needed;

• QMS Analytical Support. The Contractor must provide analytical support to ensure that conclusions that are developed are supported by the data. The Contractor must provide support to include:

• Extract and formulate information from many sources to support data analysis in preparation for audits and special studies.

• Assist in documenting research and analysis of FS programs with respect to QMS.

• Assist in developing documents and/or papers for QMS management reviews. The Contractor must coordinate with FS staff to provide document integrity.

• Provide analysis to be included in presentations and reports to support program managers.

• Participate in internal and external meetings to support data collection and analyses.

• Research communication tools to increase understanding of AFS and QMS issues. 

The contractor must develop information on a regularly scheduled basis and place it on internal websites and in emails.  The contractor must provide support to include:

• Assist in developing documents and articles to promote FS programs, following the ISO standard;

• Maintain the reports, records, and quality control actions associated with organizational marketing goals and initiative;.

• Participate in internal and external meetings to ensure feedback is incorporated into articles, publications and project designs;’

• Assist in drafting, editing and designing all reports and correspondence related to marketing materials (i.e., handouts, resource sheets and templates);

• Assist in developing website and/or email publications to promote the QMS and AFB-400 activities (i.e., “in the Q,” “Tactical Tuesday,” and “Feedback Friday”);

• Create graphic designs for office processes/procedures that include Visio mapping, PowerPoint and Publisher brochures as needed;

• Work with FAA staff and other Contractors to answer requests and/or inquiries about AFB-400 programs. 

Applies knowledge of flight procedures and aviation to assist in communicating goals and objectives to targeted stakeholders across functional areas, private industry and other governmental agencies. Assists with communicating, informing and educating various stakeholders, private industry and general public on safety, capacity and efficiency improvements to the NAS based on advanced technology, innovative operational concepts and emerging business practices as well as all flight operational aspects of instrument flight operations projects and other flight operations applications resulting from the introduction of new technologies and concepts. 

Qualifications

Bachelor’s Degree or equivalent in communications or related field and 5 years of experience is required in an aviation related field, such as air carrier operations, military aviation, air traffic control, instrument procedure development, or flight standardization board pilots. Bachelor’s Degree may be waived with 8 years of experience in performing the above duties.

US Citizenship required with the ability to obtain and maintain a Public Trust clearance

WORK LOCATION: ON-SITE: The services required for ON-SITE contractor personnel shall be performed at the government office locations identified below, or at approved alternate work sites that may include working from home
