SAIC is seeking an ESD Monitor on the OMES II contract in support of the OSAM-1 program in NASA’s Exploration and In-Space Services Projects Division (NExIS) at NASA Goddard Space Flight Center. This position is located in Greenbelt, MD.

The OSAM-1 mission is a robotic servicing mission designed to refuel a Low Earth Orbit (LEO) satellite. It contains 3 elements: the Flight Element comprised of the OSAM-1 Servicing Vehicle (RSV) and development testbeds, the Ground Element comprised of the systems required to conduct RSV operations and the supporting networks and facilities, and the Launch Element comprised of the Launch Vehicle and supporting facilities and services. NExIS is responsible for the design, engineering, development, test and operations of the OSAM-1 Mission through an integrated team at GSFC. The Servicing Payload design, development and RSV integration will be conducted at GSFC.

JOB DESCRIPTION:

The ESD Monitor will provide support for the OSAM-1 personnel and ESD Protected Areas (EPA) assigned for payload and subsystems, flight and ground hardware.

Job duties include:

  • Set-up EPAs to meet project requested ESD sensitivity level per the requirements of ANSI/ESD S20.20-2014, 300-PG-8730.6.1A and GPR8730.6B.
  • Coordinate Initial Certification of new EPAs with Code 360.
  • Maintain EPAs by performing monthly verifications. Remove non-ESD equipment from work area and repair or replace any broken/failed equipment within an EPA. Maintain database of Monthly verifications and Monthly schedule of required verifications
  • Ensure all calibrated equipment setup within EPA as well as equipment required for EPA testing remain within calibration due dates.
  • Work with project personnel to maintain ESD compliance for areas that do not qualify as EPAs.
  • Work with Code 300 to ensure special circumstance ESD mitigation is acceptable to meet requirements for Certification.
  • Build EPA support equipment (i.e. grounding braid or harnesses).
  • Maintain database of hydrometer data from EPA’s on annual/bi-annual cycle (dependent on calibration due dates).
  • Maintain certification as ESD Monitor.
  • Read and interpret work instructions, schematics, wire lists and drawings.
  • Ensure quality of the hardware is maintained and NASA quality and safety standards and procedures are followed.
  • Ensure work is done with completeness, accuracy, adherence to operation sheets, ISO procedures, schedules and assigned tasks.
  • Compile, record, and analyze test data and results to determine conformance to supplied documentation.
  • Communicate recommendations, issues, and risks to engineers and management.
  • Support engineers in assessing and recommending design modifications.
  • Maintain relevant certifications and knowledge of industry standard practices, procedures, and parts.
  • May participate in planning for procurement and kitting.

Qualifications

Education and Experience:

  • AA Degree in related discipline and one year related experience; Or, High School and two (2) years of related experience with relevant certification.
  • Knowledge of tools and equipment to perform required functions.
  • Experience with various hand tools and test equipment to include: multi-meters and basic hand tools.
  • Ability to read, interpret, understand, apply, and enforce engineering, technical, and maintenance specifications, policies, standards and procedures to ensure the quality and safety of assemblies.
  • Ability to communicate with the project engineer/designer on any issues pertaining to the task.
  • Ability to work within specific compliance standards and with accepted practices and work assignments.
  • Ability to obtain and maintain all relevant trainings and certifications

DESIRED EXPERIENCE:

  • Knowledge of ANSI/ESD S20.20-2014, 300-PG-8730.6.1A, and GPR8730.6B
  • IPC J-STD-001 and/or NASA 8739 certification training
  • Experience working with program requirements, equipment performance specs, wire connection lists, schematics, wire gauge sizing, connector selection and related cabling and harnessing documentation
  • Knowledge of Electromagnetic Interference (EMI) and Electromagnetic Compatibility (EMC) considerations with respect to electrical design
  • Familiarity with MIL standards and requirements, NASA standards and requirements, AS9100 or ISO 9001
  • Strong problem-solving skills
  • Ability to work as a team member
  • Must be capable of functioning in multi-disciplined design teams across multiple systems
  • Able to plan and prioritize work effort and quickly respond to issues and questions
