Job Description


SAIC is hiring a Senior Financial Analyst.  This position will support the Office of the Under Secretary of Defense for Research and Engineering ((OUSD(R&E)) Systems Security Program focusing on the Program, Planning, Budget and Execution (PPBE) lifecycle.  This position is located in Alexandria, VA, but is hybrid remote.

Job Responsibilities:

  • Provide budget and financial analysis for Senior Executive Service customers.
  • Budget point of contact for all Systems Security issues between multiple divisions, I&C financial analysts, finance and budget divisions and performance branches.
  • Validate spending plan loading and distribution by utilizing approved financial systems.
  • Directly support the Business Financial Manager (BFM) and budget team in the fiscal execution, development, planning, and coordination of all activities related to the budget, finance, and acquisition.
  • Support the BFM, Division Leaders and staff in the development, validation and reporting of resource allocation process (RAP) and develop funding requirements.
  • Manage and execute budget related taskers from OUSD(R&E)/Systems Security. Review, consolidate and report submissions.
  • Develop and deliver:
    • Resource Allocation Planning
    • Office of Management and Budget Justifications (OMBJ)
    • Performance and Funds Execution reporting
    • Execution/Spend plan development
    • Financial Transactions and Interagency Agreements
    • Pre-award acquisition development


Required Education and Experience:

  • Bachelors and six (6) years or more experience; Masters and four (4) years or more experience.

Required Clearance:

  • Top Secret clearance required to start; Ability to obtain a TS/SCI required to maintain employment
  • US citizenship required

Required Skills:

  • Defense Agencies Initiative (DAI) experience
  • Federal Regulatory Management (FMR) experience

Desired Skills:

  • Prior OUSD(R&E)/Systems Security contractor fitness (suitability) authorization determination
  • Systems Engineering Technical Assessment (SETA) experience
  • Office of the Under Secretary of Defense (OUSD) Staffing experience
