SAIC is looking for full time Engineering Technician-Journey Level to provide acquisition support on Foreign Military Sales (FMS) programs within PMA 299, H-60 Multi-Mission helicopter’s Program Office at Naval Air Systems Command (NAVAIR) in Patuxent River, MD.  The selected candidate will provide support to the FMS team in the development of FMS Cases by coordinating the collection and presentation of technical information relevant to the customer requests.

Job Duties:

  • Review of questions or requests from potential FMS customers to determine the possible response options based on the existing FMS case, or potential future FMS case, domestic technical guidance, and releasability.
  • Develop documentation or briefs in response to potential FMS customers that provide the technical options that are releasable and feasible to meet the customer’s needs.
  • Support the development of additional documentation throughout the process of reaching a government to government agreement (e.g. FMS case, Memorandum of Agreement (MOA)) with the potential customer.  Will include technical engineering, programmatic, cost and schedule information.
  • Coordinate with PMA 299 subject matter experts (SMEs), other USN SMEs, industry partner SMEs, and Foreign Disclosure team to ensure documentation is accurate and reviewed for releasability within reasonable timelines and facilitate positive disclosure decisions
  • Provide support in the development of schedule and budget planning related to development and implementation of a FMS cases or MOAs.
  • Support processing of budget and financial documentation required to support implementation of FMS cases.
  • Research and provide technical data to support FMS customers’ RFIs, including assessing if information is releasable.
  • Communicate and coordinate with both internal PMA and external stakeholders and SMEs to find and document updated technical documentation as needed to ensure accuracy in addressing FMS customer concerns, within the boundaries of what can be released.

Qualifications

REQUIREMENTS:

  • Bachelors degree in Engineering, Mathematics, Computer Science, Physics, Business, or related technical discipline with four (4) years of experience OR Associates degree and two (2) additional years of experience for a total of six (6).
  • At least one year of the above experience must be with Naval Aviation, Naval Weapon Systems, and/or Navy Foreign Military Sales.
  • Active Interim Secret Clearance at a minimum is required

DESIRED SKILLS:

  • Familiarity with NAVAIR Program Office Systems Engineering Processes.
  • Knowledge of DoD Foreign Military Sales processes and releasability guidelines.
  • Prior experience with the H-60 platform is highly desired.
  • Prior experience with NAVAIR Systems Engineering processes is highly desired.
