Job Description


SAIC is looking for a Senior Program Analyst to support the US Army's Program Executive Office - Aviation (PEOAVN) Project Manager for Fixed Wing Aircraft, with focus on FLIR 380HD and MX-15 systems Foreign Military Sales projects to support the International and Transport Aircraft Product Director's charter in the Huntsville, AL area. An ideal candidate should be highly motivated, a self-starter, be able to handle multiple tasks, have recent and relevant experience gained from military/civilian service in an Acquisition office. Candidate must be able to work independently in a challenging environment and be adept at briefing mid and senior staff personnel.


Job Duties:

  • Participate in the control of cost, schedules, and contract fulfillment.
  • Perform analysis and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
  • Participate in the preparation of budgets and schedule for all contract work and perform or assist in financial analysis.
  • Ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely request for additional funding to the government.
  • Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
  • Develop plans including budgets and schedules to meet contractual/project requirements for several major portions of a program.
  • Establish and define program plan requirements.
  • Develop, assist to acquire, field, and manage sustainment efforts of affordable integrated state of the art equipment to improve Soldier dominance in Army operations - today and in the future.


Required Education and Experience:

  • Bachelors and six (6) years or more of related experience; four (4) years of experience are accepted in lieu of a degree.

Required Clearance:

  • Must obtain an Interim Secret Clearance prior to employment; must be able to obtain a Secret Clearance to maintain employment.

Required Skills:

  • Must have experience in Forward Looking Infrared Radar (FLIR) 380HD and MX-15 systems.
  • Must have experience in related field of expertise at the program level, ideally in providing programmatic and/or systems engineering/integration support to ACAT II or ACAT III DoD acquisition activities.
  • Must have experience in the development, testing, fielding/training, and sustainment phases of system’s life cycle.
  • Must be capable of conducting independent analyses, evaluation, and assessment of system engineering issues.
  • Must have demonstrated experience working individually as well as organizing and facilitating working groups.
  • Must be able to prepare detailed written reports and briefings (using Microsoft PowerPoint) suitable for presentation to senior level military and corporate leadership, as well as present material orally.
  • Must have a strong understanding of Army Acquisition processes, Milestone Documentation, and program decision process.
  • Must have excellent written and oral communication skills and the ability to use Microsoft Office suite of products.
  • Must have the ability to work in a teaming environment and have the personality to interface with numerous Government and contractor personnel in a rapid paced environment.
