SAIC is seeking a JCIDS Capabilities Developer to work with Marine Corps Program Manager Infantry Weapons (PM IW) onsite at Quantico, Washington, DC.

The position will support research, development, acquisition, and sustainment of cutting-edge weapon and optical systems. The purpose of this position is to support PM IW in conducting program reviews, development, test, integration, and to provide enhanced handheld and weapon mounted thermal modernization support capabilities to the operating forces.

Responsibilities:                                                                                                        

  • Conduct Analysis of Alternatives (AoA) and develop the report in order to support the development of an Initial Capabilities Document (ICD).
  • Develop and update JCIDS requirements documentation such as the Capability Development Document (CDD), Concept of Employment (COE), Requirement Management and Analysis Plan (RMAP), Operational Mode Summary/Mission Profile (OMS/MP), Reliability, Availability, Maintainability – Cost (RAM-C), Failure Definition/Scoring Criteria (FD/SC), and information support to Architectures.
  • Develop RAM-C requirements and Appendix to MCSC Program Office System Engineering Plan (SEP). This analysis underpins sustainment, reliability, & availability Key Performance Parameters
  • Develop the FD/SC consistent with RAM Requirements. Requires coordination with external agencies, including CD&I, MCWL, MCOTEA, DOT&E, and ASN(RDA)
  • Support development of Operational Views (OV) and System Views (SV) providing SME input on interpretation of COE and operational requirements
  • These tasks require knowledge management, coordination of the associated working groups, and preparation for the Performance Specification cross-walk for requirements verification
  • Support the execution of Technical Reviews through documentation preparation, review of criteria, and preparation of briefing material

Qualifications

Education Requirements:

  •  Bachelors defree and six (6) years experience with relevant systems engineering and/or JCIDS experience. Four (4) years' experience can be accepted in lieu of degree.

Clearance Requirements:

  • Must posess an active Secret security clearance.

Required Skills:

  • Working knowledge of the JCIDS and defense acquisition processes to include knowledge of roles and responsibilities of the relevant organizations with respect to both the Defense Acquisition System (DAS) and Planning Programming Budgeting and Execution (PPBE).
  • Understanding of how JCIDS documents are staffed and validated.
  • Understanding of Marine Corps combat optics such as the AN/PAS-22 and AN/PAS-28 devices. 
  • Must be able to effectively communicate ideas in writing to support the development of the DOTMLPF products.
  • Proficient with Microsoft Office products, especially Excel, Word, and PowerPoint.
  • Willingness to travel (up to 10%).
  • Must possess an active SECRET security clearance or be able to obtain one.

Desired Skills:

  • Experience with DOORS or Cameo.
  • Familiarity with Marine Corps Fire Support operations and the use of devices to support them.
  • Prior service Marine Corps Infantry or Fires occupational specialty.
