Job Description


The Enterprise & Mission Solution Business Unit currently has an opening for a Public Key Infrastructure (PKI) Policy Subject Expert to support the Department of State (DoS) Bureau of Information Resource Management (IRM) PKI program. The position falls under the "Vanguard 2.2.1" contract.  The position may allow temporary hybrid remote work due to Covid-19.  Position may be called back onsite at any time at the customer's request.

Description of Duties: This is a senior-level PKI position providing PKI Policy support. The position requires a candidate who possesses the ability to analyze and understand PKI policy requirements in support of numerous PKI  systems operating at different levels of security assurances within the DOS’s Classified and Unclassified environments.


Required Education & Experience

  • Minimum 9 years of relevant work experience with a Bachelor’s degree or 7 years of relevant work experience with a Master’s degree
  • Interpersonal skills including the ability to collaborate effectively, and excellent oral and written communication skills
  • A minimum of 1 year experience with the following Microsoft products:
    • Word
    • Excel
    • Visio
    • Project
    • PowerPoint
  • A minimum of 1 year experience with Adobe Acrobat Pro
  • Experience developing and writing Security Policies and Practice Statements
  • In depth knowledge of  NIST FIPS and Special Publications and IETF RFCs
  • In depth knowledge of the various Federal governing policies and technical implementation guides for both Classified and Unclassified systems
  • Experience applying NIST SP 800-53 Rev.4 or Rev.5 security and privacy controls to federal government IT systems, including the PKI overlay
  • Ability to review, analysis, and implement Federal PKI Policy and Directives within the DOS
  • Knowledgeable on the operations and management of the DOS or other federal department/agency PKIs
  • In depth knowledge of certificate lifecycle management
  • Knowledgeable on the implementation of PIV identity credentials within the federal government

Required Clearance

  • US Citizenship
  • Interim Secret with the ability to obtain Top Secret

Desired Experience, Skills & Attributes

  • Experience developing and writing PKI Certificate Policies and PKI Certification Practice Statements
  • Experience in PKI implementation or operations support
  • In depth knowledge of PKI-related NIST FIPS and Special Publications and IETF RFCs
  • In depth knowledge of the various Federal PKI governing policies and technical implementation guides for both Classified and Unclassified systems
  • Familiarity with PKI compliance audit practices
  • In depth knowledge of PKI encryption, authentication and digital signature technologies and associated software/hardware platforms
  • Experience working on one or more federal government PKIs
  • Knowledgeable on federal government PKI oversight organizations and activities
