SAIC is seeking a Product Manager and Software Systems Engineer to support the United States Air Force in its goal of developing an interoperable system of system in a cloud-based command and control (CBC2) environment.  The Advanced Battle Management System (ABMS CBC2) goals include achieving alignment with the Joint All Domain Command and Control (JADC2) vision of improved information sharing, layered security, common data and architecture standards, system resiliency, faster implementation, and more effective cross-domain capabilities, including the ability for any sensor to inform any shooter across all domains.

This next generation system shall employ the latest advancements across the technology spectrum to include AI/ML and distributed architectures. The ideal candidate will have extensive experience in large, complex system of systems design, development and integration projects.  This role will require expertise in software (SW) design, development, configuration management, architecture, and large distributed (networked) compute platforms.  

The role of the Product Manager is expected to overlap with the government Product Owner role to ensure each Agile team is aligned with team goals, organizational goals, and program goals. A Product Manager will be assigned to each software team using a ratio that allows for efficient and effective operations. The responsibilities for the Product Manager include:

Work with development teams directly, including running Agile meetings when needed, providing scope clarification, and providing technical direction when needed

Work with the Product Owner to review, manage, and prioritize the product backlog

Work with other Product Managers and CBC2 stakeholders to ensure alignment across efforts, including working towards a shared vision and ensuring scope is divided appropriately among teams

Coordinate across the CBC2 portfolio(s) to arrange appropriate support and to ensure teams are working in alignment with SOO. The may include arranging testing help or architecture support at design meetings.

 

Key Responsibilities:

  • Provide system of system (SoS) engineering and support will shall include participation in all technical reviews, design reviews, technical interchange meetings (TIMs), and technical working groups. 
  • Develop, review and evaluate engineering change proposals, white papers, interface change requests, design options, design specification changes, interface specifications, and system engineering documents. 
  • Perform requirements analysis, maintain data tracing requirements to design, maintain data tracing requirements to test procedures and TRs, and develop metrics for the evaluation algorithms.
  • Conduct code reviews for software changes, perform development testing, develop and maintain unit test procedures, provide code difference reports, and collect required software metrics. 
  • Recommend software upgrades or new capabilities, perform root cause analysis of TORs and TRs, develop TORs for discovered problems, and review and identify documentation modifications. 

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors and 9+ years’ experience with Software Systems Engineering, Technology Architecture experience, or equivalent demonstrated through one or a combination of the following: work experience, training, military experience, education.
  • US Citizenship
  • Ability to obtain TS/SCI
  • Proven background working in DevOps software development environments with specific experience and knowledge in one or more of the following areas:
    • Software Program Management / Acquisition
    • Agile software development with Scrum or Kanban
    • Multi-Level Security Networks (MLS / MILS)
    • Proven background working in a fast paced environment
