SAIC is seeking a Product Manager to support the United States Air Force in its goal of developing an interoperable system of system in a cloud-based command and control (CBC2) environment.  The Advanced Battle Management System (ABMS CBC2) goals include achieving alignment with the Joint All Domain Command and Control (JADC2) vision of improved information sharing, layered security, common data and architecture standards, system resiliency, faster implementation, and more effective cross-domain capabilities, including the ability for any sensor to inform any shooter across all domains. The position requires an individual with strong technical project management skills. The successful candidate will have excellent communication, team skills and DoD Program Management experience. They will be expected to continually balance and adjust work priorities to meet short deadlines.

The role of the Product Manager is expected to overlap with the government Product Owner role to ensure each Agile team is aligned with team goals, organizational goals, and program goals. A Product Manager will be assigned to each software team using a ratio that allows for efficient and effective operations. The responsibilities for the Product Manager include:

◼ Will work with development teams directly, including running Agile meetings when needed, providing scope clarification, and providing technical direction when needed

◼ Work with the Product Owner to review, manage, and prioritize the product backlog

◼ Work with other Product Managers and CBC2 stakeholders to ensure alignment across efforts, including working towards a shared vision and ensuring scope is divided appropriately among teams

◼ Coordinate across the CBC2 portfolio(s) to arrange appropriate support and to ensure teams are working in alignment with SOO. The may include arranging testing help or architecture support at design meetings.


Key Responsibilities

  • Provides expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements.
  • Defines and develops business processes, policies, roles and responsibilities, and performance metrics
  • Conducts analysis of business processes: current state analysis, gap analysis, benchmarking, best practices identification, organizational assessment, and other related tasks.
  • Plans and implements process improvements, including: future state design, change management, and transition planning. Interfaces with all areas of project including customer, computer services, and client services. 
  • Provides oversight for the development and maintenance of quality programs, systems, processes and procedures that ensure compliance with policies and that the performance and quality of services conform to established standards and agency guidelines.
  • Provides expertise and guidance in interpreting policies, regulatory and/or governmental regulations, and agency guidelines to assure compliance. Works directly with operating entities to provide process analyses oversight on a continuing basis to enforce requirements and meet guidelines.
  • May coordinate with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
  • Conduct client interviews. May deliver presentations and training courses including measurement, analysis, improvement, and control. May perform cost and benefit analysis.

Qualifications

  • U.S. Citizenship
  • Able to obtain a TS/SCI clearance
  • Able to work independently
  • Bachelors and 9+ years’ experience process analysis and product management
  • Experience with communicating assurance and defects in reports and documenting issues formally in tools.  Ability to coordinate closely with customers and cross-functional areas
  • Experience with agile product teams and interfacing with customers, while managing complex products in a fast paced environment
