SAIC is looking for an experienced PM located in the Washington Metro area to oversee  the implementation of an Agile DevSecOps IT engineering, maintenance, security, and  consolidation program capabilities for a DoD customer. The successful candidate will be responsible for scheduling, building and testing private cloud computing, big data, and networking microsegments to implement and integrate Communities of Interest via software defined networks within a DoD cycbersecurity environment. The effort delivers key components of a worldwide infrastructure and is the foundation for future Department of Defense Collaboration efforts.
The selected candidate is expected to provided leadership, management, and oversight for functional, technical and management workforce in order to integrate and operationalize a previously developed prototype, into a fully functional data centric collaborative environment.  This is deployed within a DoD Zero Trust Architecture (ZTA) that scales at enterprise level. The successful candidate will be familiar with cloud operations, big data management, cross domain security, and DoD security policy. The PM will oversee compilation of an Integrated Master Schedule (IMS), an Agile Technical Roadmap, Epic, Capability, Feature and User Story backlogs and maintain significant program milestones including, but not limited to: development work, site installs, significant testing events, cloud/network connectivity, testing events/exercises/demos and critical implementation dependencies. Extensive cooperation and collaboration is required with the Government Program Office and provide support to program Governance Boards.
Position Responsibilities include, but are not limited to:
  • Serving as Customer single point of contact for all, technical, administrative, and contractual aspects of the effort
  • Building and maintaining working relationships with DoD stakeholders, including USAF leadership
  • Providing PM oversight and leadership for establishing an Agile DevSecOps development and integration , and eventual 24/7 sustainment capability
  • Seeking opportunities for schedule acceleration to achieve cost savings and program efficiencies across contract boundaries
  • Providing leadership, guidance, training and mentoring to the contract leads, program team leads and individuals performers on their team
  • Managing hardware, software, and services procurement/acquisition from multiple sources, as approved, to develop the program capabilities
  • Assisting with staffing, management, quality, and performance on the contract
  • Ability to support occasional travel to various U.S. and international locations

Qualifications

  • Bachelors and eight (8) years or more of related management experience; Masters and eight (5) years or more of related management experience. Degrees must be from an accredited college or university to be considered.
  • Leadership ability to back decisions with research and articulate the “why” to senior leadership with several options, the pros and cons for each, and a recommendation
  • Demonstrated project and/or contract management skills to successfully manage a high-performing team providing system engineering and technical services across geographically dispersed project locations
  • Experience in managing or working in an Agile SAFe team/environment
  • Experience in team building for medium (20-50) or large (50-100+) sized teams
  • Military and/or Technical management experience in the following areas: Systems Engineering, Big Data Management and Engineering, Network Engineering , Security Operations or other similar efforts
  • Five (5) years of experience as a Program Manager or Deputy Program Manager of a team of at least 25 people and an annual budget of $10M+
 
DESIRED EDUCATION AND EXPERIENCE:
  • Bachelor’s / Master’s Degree in  Computer Science, Data Science, Data Analytics, Information Systems, Management of Information Systems, Engineering, or Cyber Security, or other technical discipline preferred, must be from an accredited college or university for consideration
  • Current Project Management Institute (PMI) Project Management Professional (PMP) certification
  • Active Agile Project Management Training and Certification
  • Agile SAFe V5 training and certification
  • ITIL v4 Foundation certification and 5 years of experience in managing or working in an ITIL/DESMF best practices team/environment
  • DevOps Foundation or higher certification
  • Experience with Model Based Systems Engineering (MBSE) and Digital Engineering (DE) concepts and how they affect lifecycle management and continuous improvement within the program. 
 
REQUIRED CLEARANCE:
  • Currently hold and maintain a Secret clearance with the ability to obtain and maintain a DoD Top Secret clearance with SCI eligibility
